Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work outlines the requirements for mobile shredding services for the Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst Command.

• Provide mobile shredding services for designated material at the NAWCAD Lakehurst campus on Joint Base McGuire-Dix-Lakehurst (JBMDL).

• Shredded material taken off-site must be destroyed by burning, mulching, pulping, shredding, or disintegrating.

• Recycling of materials is required where practicable.

• Contractor must obtain NAID AAA Certification prior to contract award.

• Project location: Joint Base McGuire-Dix-Lakehurst (JBMDL).

• Period of Performance: Base year of twelve (12) months with four (4) additional twelve-month option periods.

• Work hours: Typically 8:00 AM to 4:30 PM, Monday through Friday, excluding Federal holidays, but subject to change.

• Provide forty (40) secure, lockable paper collection containers (95-gallon and 15-gallon sizes).

• Containers remain the property of the Contractor and must be maintained in good working order.

• Contractor personnel require base access identification and must adhere to JBMDL access control procedures.

• Strict confidentiality of all information is required; contractor personnel shall not inspect or disclose any material.

• Compliance with environmental regulations, including handling and disposal of solid and hazardous waste, is mandatory.

• Safety compliance is critical, requiring adherence to EM385 1-1, development of an Accident Prevention Plan (APP) and Activity Hazard Analysis (AHA).

• Immediate reporting of any mishaps or environmental spills is required.

• Contractor must comply with all applicable Federal, state, and local laws and regulations, including OSHA, EPA, Federal Privacy Act of 1974, NARA requirements, and NIST SP 800-53.

• Environmental compliance is required, including proper handling and disposal of solid and hazardous waste, and recycling.

• Project location: Joint Base McGuire-Dix-Lakehurst (JBMDL), Lakehurst, NJ.

• Period of Performance: One base year of twelve (12) months with four (4) additional twelve-month option periods.

• Contractor personnel must obtain necessary passes and identification for base entry.

• Foreign nationals are not permitted access to the base.

• All personnel must be uniformed and carry visible photo identification.

• Contractor must maintain confidentiality of all information and not inspect or disclose shredded materials.

• Work hours are typically 0800 to 16:30 hours, Monday through Friday, excluding federal holidays, but are subject to change.

• A kick-off meeting will be hosted by Navy personnel.

• Contractor must provide disposal tickets/slips for all debris removed from the base.

• All materials and equipment used must be new and unused.

• Contractor must ensure all work areas are left clean and orderly.

• Safety compliance is mandatory, including submission of an accident prevention plan (APP) and activity hazard analysis plan (AHA).

• HAZMAT reporting contact numbers are provided.
