Scope of Work

This includes providing forty (40) secure, lockable paper collection containers (36 large, 4 small) which remain the contractor's property. Services must comply with privacy, security, and performance requirements, including cross-cut shredding technology to prevent reconstruction. Shredded material must be destroyed by burning, mulching, pulping, or disintegrating, with recycling encouraged. The contractor must obtain NAID AAA Certification prior to contract award and adhere to all Federal, state, and local laws, including OSHA, EPA, NARA, and NIST SP 800-53. Contractor personnel require base access, must be uniformed, and maintain strict confidentiality. An Accident Prevention Plan (APP) and Activity Hazard Analysis (AHA) are mandatory.

Evaluation Factors

Award will be made to the lowest-priced, responsible Offeror that is technically acceptable with acceptable past performance. Evaluation criteria are:

  1. Price: Evaluated for fairness and reasonableness. All Contract Data Requirements Lists (CDRLs) must be Not Separately Priced.
  2. Technical Description: Evaluated on an "Acceptable" or "Unacceptable" basis, demonstrating compliance with SOW requirements, including installer adherence and required certifications.
  3. Past Performance: Evaluated on recency (within 3 years), relevancy (similar scope), and quality. A neutral rating (unknown past performance) is considered "acceptable."

Submission Requirements

Offerors must be registered and active in the System for Award Management (SAM). Offers must include a completed DFARS 252.204-7998, Alternate A Annual Representations and Certifications, or a statement that they are completed in SAM. Quotes must be valid for 60 calendar days. Reporting Requirements

The awarded contractor will be required to submit a Monthly Status Report (CDRL A001) detailing total monthly tonnage of collected materials. Additionally, five shred samples must be submitted quarterly.
