Scope of Work
NAVFAC Marianas requires secure, reliable, and technologically current wireless devices and services for military, U.S. civilian, and designated contractor personnel. The scope encompasses:
- Provision and management of cellular services (voice, data, text).
- Supply and lifecycle management of mobile devices (smartphones, tablets, Mi-Fi hotspots).
- Support for network infrastructure.
- Integration of enterprise mobility management.
The solution must support personnel in diverse environments, from local offices to remote field locations and international travel. This is a performance-based contract, focusing on results rather than methods.
Key Requirements
Offerors must provide "Good" voice and data coverage across Guam and CNMI, with equivalent CONUS and Global services, including in-building coverage at specific NAVFAC facilities. Devices must be new, TAA-compliant, and carrier-unlocked. Service plans must support CONUS, Global, Unlimited Local (Guam/CNMI), and Data-Only needs. A robust Contingency Communication Capability (CCC) is required, along with compliance with DoD security standards (DoD 8100.2, FIPS 140-2, DISA STIGs, NIAP, DoDIN). The number of service lines is elastic, and the contractor must provide test devices and dedicated program management and customer service support.

Submission & Evaluation
This is a combined synopsis/solicitation; a separate written solicitation will not be issued. Proposals will be evaluated based on:
- Technical Support Plan
- Service Coverage Plan (including a cartographic depiction of network coverage)
- Service Management Plan
- Price Proposal Plan
- Invoicing and Financial Systems Compliance Plan
- Past Performance and Experience (at least three recent and relevant contract references).
