The Government will provide specific direction for each line, which may include disconnection, transfer to another requirement, or awaiting further direction. Offerors must await formal Government direction before taking action on these lines.

Statement of Work (SOW) / Performance Work Statement (PWS)

To acquire secure, reliable, and technologically current mobile wireless and cellular devices and services to ensure mission-critical connectivity for data, voice, and text communications for Naval Facilities Engineering Systems Command (NAVFAC) Marianas personnel across its Area of Operations (AO), including Guam, CNMI, FSM, Palau, and Yap. The solution must support personnel in diverse environments, from local offices to remote field locations and international travel.

• Provision and management of cellular services (voice, data, text).

• Coverage: "Good" voice and data coverage across Guam and CNMI, including major transportation corridors and populated areas. Equivalent coverage for CONUS and Global services. In-building coverage required at specific NAVFAC Marianas facilities.

• Devices: Must provide full-featured smartphones, basic cellular (non-smartphone) devices, and internet hotspots (Mi-Fi). All devices must be new, TAA-compliant, and carrier-unlocked.

• Service Plans: Offer CONUS Voice/SMS/Data, Global Voice/SMS/Data, Unlimited Local (Guam/CNMI) Services, and Data-Only Services (tablets/smart devices) with tiered data options. Plans must support features like mobile hotspot/tethering and roaming as specified.

• Contingency Communication Capability (CCC): Ability to respond during emergencies, including a crisis phone number, 24/7 support, deployable mobile sites, Wireless Priority Service (WPS), and an emergency response plan.

• Security: Compliance with DoD Directive 8100.2, FIPS Publication 140-2, and DISA STIGs. Devices must be NIAP certified and DoDIN approved.

• Reporting: Deliverables include a Quality Control Plan (QCP), Monthly Usage & Billing Reports, Quarterly Zero Usage Reports, and Ad Hoc Reports.

• Service Elasticity: The number of service lines is elastic and expected to fluctuate.

• Future Initiatives: Government reserves the right to modify scope for technology advancements or evolving mission requirements.

• Test Devices: Contractor must provide test devices at no charge.

• Program Management: Dedicated Program Manager (PM) and alternate POC required.

• Customer Service: Dedicated CSR team available during specified business hours.

• Ordering & Delivery: Equipment delivery within two business days for in-stock items.

• Invoicing: Submission via WAWF, with detailed data files, by the 16th business day of each month.

• Performance Standards: Includes on-time device delivery (95%), invoice accuracy (100%), network coverage & availability (95%), customer & technical support (95% reachable, 85% resolved on first contact), and service change/porting timeliness (95%).
