• Evaluation will be based on Lowest Price Technically Acceptable (LPTA).

• Award will be made to the lowest priced quote that is technically acceptable and from a responsible offeror.

• This is a 100% Small Business Set-Aside competition.

• Only offers from eligible small businesses under NAICS code 517810 will be considered.

• The solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2026-01.

• Offerors must provide unit prices for each item listed.

• Contractor unit prices may be releasable under the Freedom of Information Act (FOIA).

• No partial shipments are permitted unless authorized at the time of award.

• Post-award contract administration will be performed by NAVSUP Fleet Logistics Center San Diego.

• NAVSUP FLCSD may utilize contractor support through the AbilityOne Program for contract closeout functions. Offerors consent to the release of their business sensitive/confidential or proprietary data to the AbilityOne Program support contractor upon submission of a proposal.

The following items are required:

Statement of Work (SOW) / Performance Work Statement (PWS)

To contract professional materials, configuration, and installation of a Voice Over IP (VOIP) phone solution for the United States Naval Observatory Flagstaff Station (NOFS).

• Design, configuration, installation, and testing of a new VOIP phone solution.

• Provide installation of 45 VOIP Phones and associated equipment.

• Work will be conducted across 8 buildings at NOFS, Flagstaff, Arizona.

• System must meet/exceed DoD requirements.

• Support for E911 and Kari's Law is required.

• The Government will inspect work throughout the installation period and contractor shall correct deficiencies at no cost.

• Deliverables include system operation and verification testing of installed equipment with sign-off by the on-site technical POC.

• Contractor shall promptly report any problems or potential problems affecting installations/services to the acquiring command.

• Place of Performance: Naval Observatory Flagstaff Station, 10319 W. Naval Observatory Road, Flagstaff Arizona 86001.

• Hours of Operation: 0730 to 1530 MST, Monday to Friday (excluding Federal Holidays).

• Tentative Contract Award Date: May 30, 2026.

• Delivery and Installation/Configuration Date: Earliest delivery June 1, 2026, not to exceed July 31, 2026.

• The contract/service will be implemented on an unclassified location.

• All Contractor personnel shall comply with NOFS base access, escorting rules, and security protocols.

• Government will provide the building facility.

• Deliverables are to be transmitted with a cover letter on prime contractor's letterhead, describing material contents, installation description, and layout configuration.

Questions & Answers / Clarifications

This document provides responses to vendor questions regarding the VoIP system procurement, clarifying technical requirements and the government's responsibilities.

• Environment: The government operates in a Microsoft Teams environment, but it is not viable for their telephony needs. The proposed VoIP solution will be standalone and will not utilize the existing network infrastructure.
• Government Furnished Equipment (GFE): The government will NOT provide or configure Power over Ethernet (PoE) ports/switches. Existing switches will not be used for this service.
• Cabling: CAT5e cabling is not in place, and lines will not be shared with existing PC lines. Existing cable plants do not supply a data port from the building's TR to each VoIP phone endpoint in all locations.
• Phones: 43 single-line phones and 2 multi-line phones are required. Four phones will need to be wall-mounted, and one will require a button add-on module.
• Trunks: SIP trunks are required, with one trunk needed.
• Voicemail: Voicemail is required.
• Rack/Power: Racks are already in place. Dedicated 120V/60Hz/15A AC circuits will be provided within six (6) feet of equipment locations. UPS is already in place.
• Compliance: The proposed system must be on the DODIN JITC Approved Product List (APL).
• Current System: The current voice system is an analog Nortel Norstar system.
• Locations: The 45 phones are distributed across 8 buildings, including 1 conference phone, 4 common area phones, and 40 office phones.
• Connectivity: All 8 buildings are connected via Ethernet WAN, and all 8 buildings have single-mode fiber connecting back to a centralized location.
