Qualification Details

Fit reasons
  • NAICS alignment with historical contract wins in similar service areas.
  • Scope strongly matches core technical capabilities and delivery model.
Risks
  • Past performance thresholds may require one additional teaming partner.
  • Potential clarification needed on staffing minimums before bid/no-bid.
Next steps

Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.

Quick Summary

The Department of the Army, through W6QK ACC-APG ADELPHI, is soliciting for a pulsed neodymium:yttrium aluminum garnet (Nd:YAG) laser system. This is a Combined Synopsis/Solicitation for a Firm Fixed-Price (FFP) contract. The government intends to solicit and negotiate with Kurt J. Lesker Company as a sole source, but will consider all proposals received.

Scope of Work

The required Nd:YAG laser system must meet stringent technical specifications:

  • Energy per pulse: At least 7 joules (J)
  • Pulse width: Between 20 and 50 nanoseconds (ns)
  • Wavelength: 1064 nanometers (nm)
  • Pulse repetition rate: At least 1 Hertz (Hz) The system must also produce a far-field flat-top beam profile adhering to ISO 13964:2018 standards, including a Flatness Factor ≥ 0.45, Beam Uniformity ≥ 0.25, Plateau Uniformity ≥ 0.90, and Edge Steepness ≥ 0.90. Bidders should focus on meeting near-field specifications, as the government will separately obtain far-field components.

Contractor Requirements & Testing

The contractor is responsible for shipping the laser system to the destination. Factory-trained personnel must provide installation and approximately 8 hours of instruction to government employees. Post-installation, the government will conduct a 7-day extended test period using its own equipment to verify all salient characteristics. Failure to meet minimum specifications will result in non-acceptance, with the contractor bearing the cost of return shipping.

Past Performance & Submission

Bidders must provide:

  • The number of similar lasers manufactured in the last two years, detailing their specifications (energy, pulse width, wavelength, repetition rate, far-field beam profile characteristics).
  • Three (3) verifiable past performance references for similar laser purchases within the last two years, including purchaser details (name, PO/Contract Number, phone, email) and laser specifications. Proposals must offer full quantities and accept payment terms of at least net thirty (30) days. Any exceptions to the solicitation must be included in a cover letter.

Contract & Timeline

  • Type: Firm Fixed Price (FFP)
  • Set-Aside: Intent to award to Kurt J. Lesker Company (sole source justification under FAR 13.106-1(b)(1)(i)), but all proposals will be considered.
  • Published: September 18, 2019
  • Place of Performance: Aberdeen Proving Ground, MD. Deliveries to Logistics Warehouse, Building 321, 6375 Johnson Road, Aberdeen Proving Ground, MD 21005.
