Salient Characteristics

This document outlines the salient characteristics for a pulsed neodymium:yttrium aluminum garnet (Nd: YAG) laser system. Bidders are required to meet or exceed the following specifications:

• Energy per pulse: At least 7 joules (J)
• Pulse width: Between 20 and 50 nanoseconds (ns)
• Wavelength: 1064 nanometers (nm)
• Pulse repetition rate: At least 1 Hertz (Hz)

The system must be capable of producing a far-field flat-top beam profile meeting specific ISO 13964:2018 standards, including Flatness Factor (≥ 0.45), Beam Uniformity (≥ 0.25), Plateau Uniformity (≥ 0.90), and Edge Steepness (≥ 0.90).

• Shipping: To Destination.
• Installation & Instruction: Provide factory-trained personnel for installation and instruction on laser use. Estimated 8 hours.
• Testing: The government will conduct a 7-day extended test period post-installation using government equipment to verify salient characteristics. Testing will include energy per pulse, pulse width, and beam profile measurements (Flatness Factor, Beam Uniformity, Plateau Uniformity, Edge Steepness). Testing will be repeated over multiple days for repeatability. Failure to meet minimum characteristics will result in non-acceptance without government-paid return shipping.

Contractors must provide:

• The number of similar lasers manufactured in the last two years, detailing their specifications (energy, pulse width, wavelength, repetition rate, far-field beam profile characteristics).
• Three (3) verifiable past performance references for similar laser purchases within the last two years, including purchaser details (name, PO/Contract Number, phone, email) and laser specifications.

• Contract Type: Firm Fixed Price (FFP).

• Inspection and Acceptance: To be performed at Aberdeen Proving Ground by an authorized Government Representative.

• Receiving Room Requirements (APG): Truck shipments accepted Monday-Friday, 8:00 AM to 3:30 PM at Logistics Warehouse, Building 321, 6375 Johnson Road, Aberdeen Proving Ground, MD 21005. • Proposal Conditions: Offers conditioned upon payment terms of less than net thirty (30) days are unacceptable. No award will be made for less than the full quantities solicited; proposals for less than full quantities will be considered nonresponsive.

• Type of Contract: Firm Fixed Price (FFP).

• Intent to Solicit Only One Source: The Government intends to solicit and negotiate with only one source, Kurt J. Lesker Company, under FAR 13.106-1(b)(1)(i). This notice is not a request for competitive proposals, but all proposals received by the closing date and time will be considered.

• Exceptions or Conditions: Any exceptions or conditions to the solicitation must be set forth in a cover letter to the offeror's proposal.
