This is a combined synopsis and solicitation (RFQ) for commercial items, issued by the Naval Computer and Telecommunications Area Master Station, Atlantic. The solicitation number is N7027226Q0007. • Evaluation Factors: Offers will be evaluated based on technical capability of the item to meet government requirements and price. Award will be made to the lowest priced technically acceptable offeror (LPTA).

• FAR Provision 52.212-1, Instructions to Offerors – Commercial, applies and is amended by an addendum in the solicitation.

• FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders – Commercial Items, applies, along with numerous other FAR and DFARS clauses.

• Payment instructions are detailed, including the use of Wide Area WorkFlow (WAWF).

Performance Work Statement (PWS)

To provide Plain Old Telephone Services (POTS) Replacement Service for Naval Computer and Telecommunications Area Master Station Atlantic (NCTAMS LANT) at Naval Station Newport, RI.

The contractor shall provide a secure and reliable digital connection using LTE Cellular data to replace existing POTS lines. This service must interface with existing analog telephones, modems, and alarm systems. Key features include voicemail with transcription, call blocking, call back, call forward, 3-way calling, caller ID blocking, local/long distance/toll-free/international calling, Enhanced 911 (e911) compliant with Kari's Law and Ray Baum's Act, 988 services, and station tracing for emergency personnel.

• Period of Performance: April 1, 2026, to March 31, 2027.

• Place of Performance: Naval Station Newport, RI.

• Redundancy: Dual LTE or 5G modems with carrier diversity, optional wireline interface.

• Security: VLAN capable, voice encryption.

• Fax Capability: Compatible with analog fax devices, high-quality transmission/reception, store-and-forward, HIPAA compliant, end-to-end encryption.

• Power: Battery backup for at least 8 hours usage and 24 hours standby, with audible/visible low-charge alerts.

• Compliance: HIPAA, FirstNet certified.

• Monitoring: Web-based portal for real-time monitoring of device status, call detail, and fax transmissions, with notifications for network status, power loss, battery, and environmental conditions.

• Response Times: Routine outage: next business day; Emergency outage: within 2 hours.

• Contractor must conduct a site survey post-award.

• Contractor is responsible for equipment installation and providing an overview.

• Contractor is responsible for porting existing numbers if required, coordinating with the site manager.

• Contractor is responsible for obtaining all necessary approvals and permits.

• Contractor must provide detailed invoices by the 15th of each billing cycle.

• Contractor furnishes all materials and equipment.

• Contractor is responsible for all maintenance and replacement parts.

• Contractor personnel must adhere to standards of behavior, including Navy's no-smoking policy, and are subject to removal by the Government for misconduct or security reasons.

• Contractor must comply with all government rules, regulations, and laws, including drug policies.
