Purpose and Scope
The NGAGE MAC IDIQ will support rapid fund execution for designing, developing, testing, and implementing new AGE solutions, covering the end-to-end lifecycle for warfighter air vehicle launch, recovery, and operations & maintenance (O&M) activities worldwide. This contract is not intended for long-term sustainment or build-to-print acquisitions.
Key requirements include the development and fielding of multi-capable AGE, demonstrating production of AGE with more than one capability, and experience in Design/Development/Integration/Test/Production of Military Style AGE utilizing Digital Engineering/Model-Based Systems Engineering (MBSE). Offerors should also demonstrate innovation in modernizing AGE, integrating hardware/software, and incorporating digital acquisition and sustainment practices. Program Management support is also required.
Contract Details
- Contract Type: Multiple Award Indefinite Delivery-Indefinite Quantity (IDIQ)
- Period of Performance: 10 years total (2-year basic period + four 2-year options)
- Maximum Value: $920,000,000 across all orders
- Minimum Obligation: $100 per awardee
- Pricing Arrangements: May include Cost Plus Fixed Fee (CPFF), Cost Plus Incentive Fee (CPIF), Cost Reimbursement No Fee (CRNF), Firm Fixed Price (FFP), and Fixed Price Incentive Price (FPIF) at the order level.
Set-Aside and Eligibility
While there is no specific set-aside for the MAC IDIQ award, the Government intends to establish an awardee base comprising both large and small businesses. Small Business Participation is a key evaluation factor. The Government reserves the right to use fair opportunity exclusions at the order level to maximize small business participation and meet small business goals through set-asides or sole source orders. Other Than Small Business Offerors must submit a Small Business Subcontracting Plan. A current DD Form 2345 is required.
Evaluation Factors and Proposal Requirements
Award will be made using a "Technically Acceptable" source selection methodology, meaning proposals will be evaluated on technical acceptability and responsibility without trade-offs. Cost/Price will be evaluated for reasonableness at the order level.
Proposals must be submitted in four distinct volumes:
- Volume I: Completed RFP (signed RFP, amendments, required clauses, DD Form 2345, Small Business Subcontracting Plan for OTB, SPRS assessment score of 110+ or remediation plan, and fill-in clauses).
- Volume II: Technical Proposal (30-page limit, includes NGAGE Self-Scoring Matrix, up to two work samples with cover sheets and artifacts demonstrating experience in OEM AGE manufacturing/delivery or digital engineering/sustainment data. A single combined PDF is preferred. The self-scoring matrix counts towards the page limit, but Attachments 11 and 12 do not).
- Volume III: Small Business Participation (8-page limit, required for all offerors).
- Volume IV: Price (Post-Award Conference pricing, DFARS 252.242-7006 compliance, introductory documents for estimating/purchasing/accounting systems).
Technical acceptability requires a minimum score of two points on the NGAGE self-score matrix.
Submission Details
Proposals are due March 10, 2026, at 5:00 PM Eastern Standard Time. Submissions must be electronic, with a single combined PDF preferred for the Technical Proposal. DoD SAFE can be used for secure CUI transmission.
