Scope of Work

Submission & Evaluation
Proposals will be evaluated using a "Technically Acceptable" source selection methodology. Key factors include:
- Technical Rating: Acceptable/Unacceptable, requiring a minimum of two points on the NGAGE self-score matrix (one point each for OEM AGE manufacturing/delivery or design/development, and digital engineering/sustainment data delivery). Two work samples are required within the 30-page limit for Volume II.
- Small Business Participation: Acceptable/Unacceptable, based on the adequacy of the approach for meeting Small Business Program objectives. Large businesses must submit a Small Business Subcontracting Plan.
- Price Proposal: Evaluated for reasonableness at the IDIQ level; in-depth cost/price analysis will occur at the delivery order level. Proposals must be submitted electronically, with a single combined PDF highly preferred for Technical and Small Business volumes. DD Form 2345 can be emailed simultaneously.
