Scope of Work
The contract requires the provision of two (2) certified welders per delivery order, with one serving as a work leader. Welders must be capable of performing multi-pass welding repairs using Mig & Tig processes on small and large naval structures, potentially at depths of six inches or more. All welders must be certified to U.S. Naval standards and possess NAVSEA-approved weld workmanship program and nondestructive testing (NDT) certifications. Work will be conducted in a secure, classified government facility, necessitating contractors to adhere to NFPC security protocols and possess a CONFIDENTIAL security clearance. Cybersecurity Maturity Model Certification (CMMC) Level 1 is also required. Travel, material, and other direct costs must be included in the FFP for each order. An amendment clarified that certifications for radiographic welding are not required for this specific work.

Submission & Evaluation
Offers will be evaluated based on price and technical factors, with an award made to the lowest-priced, technically acceptable quote. The technical volume must demonstrate capability, experience, equipment, and personnel, including key personnel resumes. Offerors must also provide past performance information for up to five similar projects from the last five years. Price proposals must include a completed SF 1449 and pricing for CLINs 0001-0003.
