Purpose & Scope
NGA's Human Development Directorate (HD) requires non-personal services covering human capital processes from recruitment to retirement. This includes Benefits & Entitlements, Talent Acquisition, Learning & Development, and HR Data & Systems Management. The contractor will utilize NGA's Human Resources Information System (HRIS) and process civilian personnel actions in accordance with OPM guidelines. Specific support areas include Workforce & Management Services, National Geospatial-Intelligence College, Talent Acquisition, Human Capital Advanced Capabilities, and Business Innovation.
Contract Details
This is a Sources Sought / RFI for market research purposes. The planned acquisition is anticipated to include a 12-month base period and four 12-month option years. Performance will primarily be at NGA East (NCE) Washington, DC, and NGA West (N2W) St. Louis, MO, with potential for offsite work. The competition type and contract vehicle are not yet determined, with an anticipated RFP release in or around August 2026.
Submission Requirements
Interested parties must submit a white paper, not exceeding 20 pages (excluding cover and table of contents), using Times New Roman 12pt font. Responses must address all sections of the RFI and specifically answer the questions detailed in "Attachment 2 - Government Questions," which emphasize capabilities, methodologies, and AI integration for various HR functions. Submissions are due via email to adrianne.m.crutchfield@nga.mil and haydee.l.sotocarreras@nga.mil by Thursday, March 26, 2026, at 5:00 PM ET.
Eligibility & Security
NGA encourages responses from all business types, including small businesses, and requests information on business categories and mentor/protégé programs to inform potential set-aside decisions. Contractor personnel will require active Top Secret/Sensitive Compartmented Information (TS/SCI) clearances and NGA adjudication for SCI access. All HR data must reside on U.S.-only servers, with requirements for 24-hour breach notification and annual security assessments.
