NGA Vehicle Upfit Sources Sought

Request for Information (RFI)

This RFI is issued by the National Geospatial-Intelligence Agency (NGA) on behalf of the Office of Protective Services/NGA Police. The purpose is to gather information on contractors capable of performing police patrol and K9 vehicle emergency equipment upfits. It aims to understand current industry practices and gauge vendor interest.

• This is an RFI ONLY: It is for information and planning purposes and does not constitute a Request for Proposal (RFP) or a commitment to contract. No proposals will be accepted at this time, and the Government will not pay for any costs incurred in responding.
• Scope of Work: Services involve installing, servicing, and maintaining automotive emergency light systems, sirens, radios, antennas, switches, relays, computer mounts, consoles, prisoner restraint barriers, gun mounts, reflective graphics, and related items. Warranty repairs and replacement of damaged items may also be required.
• Period of Performance (POP): To Be Determined (TBD).
• Location(s): St. Louis, MO / NGA Springfield VA.
• Security Requirements: No security clearances are required for personnel performing these services.

Vendors are requested to provide:

• Administrative Information: Company contact details.

• Business Type: Details on small business status (including specific categories like Small Disadvantaged, Service Disabled, 8(a), HUBZone, Woman-Owned) and mentor/protégé program involvement. Recommendations for alternative NAICS codes are also requested.

• Experience: Details on commercial, government, and NGA-specific experience in similar services within the last three years, including contract value, size, length, prime/subcontractor role, customary practices, security details, customization capabilities, performance evaluation factors, incentives, assessment methods, personnel qualifications, and unique terms/conditions.

• Capabilities: Current capabilities, including skills, experience, security clearances, hardware/software, and any service capabilities not possessed. Recommended pricing types (e.g., FFP, FPIF, CPIF), ability to meet the acquisition, notional schedule, and awareness of potential Organizational Conflict of Interest (OCI) issues.

• Recommendations: Suggestions for contract type, terms, incentives, delivery schedule, pricing, data requirements, and potential small business set-asides.
