Scope of Work
The requirement is for Commercial Off-the-Shelf (COTS) NVD accessories and OCONUS training for various NVD types (PVS-7, PVS-14, PVS-31, AVS-6/AVS-9). Specific items include:
- Hardware: Purge Kits, Specialized Tool Kits, Standard Accessories Kits (including helmet mounts), Tactical Accessories (magnifiers, adapters, power supplies), Consumable Spare Parts, and various Test Sets (e.g., 4348/UV, ANV-20-20, ANV-126A).
- Services: OCONUS Operator and Maintenance User Training (5-day courses for up to 10 students per session), with delivery required within 240 days After Receipt of Order (ARO).
All items must be new, COTS, exportable, and include a one-year commercial warranty extended to the FMS customer. Delivery for hardware is 180 days ARO.

Evaluation Criteria
Award will be made to up to three (3) offerors based on Lowest Priced Technically Acceptable (LPTA), considering price, technical acceptability, and past performance. Technical evaluations will begin with the lowest average-priced proposals until three technically acceptable offers are identified. Offerors must provide a technical proposal demonstrating compliance with salient characteristics and include specifications/data sheets for each item. Satisfactory or above past performance is required, though vendors with no record will be considered satisfactory. CMMC Level 2 (Self) certification and unique identifier(s) are mandatory for eligibility.
Submission Requirements
Proposals must include:

- Signed letter binding the organization (including Federal Tax ID, CAGE, DUNS).

- Schedule of offered items with unit, total, and grand total prices (using provided pricing spreadsheets).
