• Incumbency: This is not a new contract. Prior multiple award IDIQ contract numbers are W91CRB21D5000, W91CRB21D5001, and W91CRB21D5002.
• Country Information: Any country using Foreign Military Sales may purchase NVD accessories. Specific country information and case codes will be provided in the request for proposals for each delivery order.
• COTS Products & DFARS: DFARS 252.204-7012 has been removed from the solicitation as the products are Commercial Off-The-Shelf (COTS).
• Quantity: Quantities for each CLIN are not known at this time and will be determined per delivery order.
• Part Numbers: The government is checking on the availability of reference or OEM part numbers and will update.
• Drawings/Specifications: The Performance Work Statement (PWS) is attached and lists salient characteristics. The government is checking for drawing availability.
• Partial Quotations: Partial quotations are not acceptable; vendors must be able to provide all CLINs.
• Testing/Packaging: All special testing, packaging, or compliance requirements are detailed in the PWS.

The due date has been extended to April 28, 2026. No further extensions are possible due to award timeline requirements. DFARS 252.204-7012 has been removed.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for supplying Purge Kits, Specialized Tool Sets, Accessories, Consumable Spare Parts, Test Sets, and Outside Continental United States (OCONUS) Training for various commercial equivalent Night Vision Devices (NVDs). • Services:

  • OCONUS Operator and Maintenance User Training: 5-day courses (3 days classroom, 1 day setup, 1 day wrap-up) with a maximum of 10 students per session. Training includes student materials and evaluation documents.

• All hardware must meet specifications in Appendix A and manufacturer drawings.

• Packaging must comply with ASTM D 3951-18 and MIL-STD-129R.

• Wood Packaging Material (WPM) must meet ISPM 15 standards.

• Item Unique Identification (IUID) marking is required for items with an acquisition cost of $5,000.00 or more, or Government serial numbered items, in accordance with DFARS clause 252.211-7003 and MIL-STD-130N.
