Scope of Work
This requirement covers two main tasks:
- Task 1: Nursing Department MSA: Provision of dedicated contract personnel for MSA staffing within the Nursing Department, including scheduling, registration, reception, patient records, clinical support, and travel services. Staff may need to work beyond assigned tours and require a structured shift differential pay plan for off-shift coverage.
- Task 2: PSSD MSA: Provision of administrative support personnel for admissions, inpatient/outpatient care areas, and other patient support services within PSSD. Duties include customer service, appointment activities, reception, patient travel voucher processing, and administrative tasks. Personnel may be required to float between units.
MSAs are considered "emergency essential" personnel, operating in a 24/7/365 clinical research hospital environment.

- Period of Performance: One base year (06/01/2026 – 05/31/2028) and two one-year option periods (Option 1: 06/01/2027 – 05/31/2029; Option 2: 06/01/2028 – 05/31/2030).

Key Requirements
Contractor personnel must have a minimum of 1 year of healthcare experience with patients and basic medical terminology knowledge. They must comply with NIH policies, security and privacy language (including SA&A package deliverables), and undergo background investigations (Level 1 to Level 6). Mandatory vaccinations and adherence to professional appearance and conduct standards are required. The contractor must implement a Quality Control Program and provide extensive documentation for new hires.
Submission & Evaluation
Proposals must be submitted electronically via email to Ryssa.nix@nih.gov (subject line: vendor name and RFP NIH-OD-26-000008) AND a printed copy of technical proposals (Tasks 1 and 2) in a 3-ring binder (hand deliveries not accepted). Proposals must include separate technical and business sections, with ATTACHMENT 3: Pricing Worksheet in the business proposal.
Evaluation will be conducted by a technical review panel based on factors detailed in ATTACHMENT 2: Evaluation Criteria, which include:
- Management Plan/Corporate Resources (50 points): Assesses infrastructure, communication, supervision, and recruitment/retention plans.
- Related Experience (30 points): Evaluates prior experience in similar contracts (minimum 2-3 statements).
- Key Personnel (10 points): Focuses on the Program Manager's qualifications and availability.
- Past Performance (10 points): Assesses quality, timeliness, and customer satisfaction (minimum 2-3 references).
