Statement of Work (SOW) / Performance Work Statement (PWS)

To provide sustainment for Nuclear Munitions Command and Control (NMC2) software applications, ensuring standardization of Air Force nuclear weapons, cruise missile, and Intercontinental Ballistic Missile (ICBM) maintenance management, sustainment, and status reporting. The goal is to modernize NMC2 through a base year and four option years.

• Comprehensive software application lifecycle support, including requirements development, design, implementation, data analysis, storage architecture, testing, user training, and continuous support.

• Development of enhancements and change requests based on usage analysis and recurring maintenance.

• Management of approximately 500 Nuclear Enterprise permission groups and over 28,000 individual users.

• Administration of applications and dashboards to prevent potential Classified Messaging Incidents (CMIs).

• Support for various NMC2 applications including ICBM VES tracking, Site Log, Equipment Tracker, Daily Status, Maintenance Schedule, and others, as well as TKA applications and NWRM Discrepancy Reporting Analytics.

• Application permission management to ensure authorized user access and prevent unauthorized modifications.

• Development and sustainment of new tools, data analysis workspaces, dashboards, and applications.

• Milestones and tasks to be completed IAW original baseline dates 95% of the time (SS-1).

• CDRLs submitted on time (SS-2) and accurate, requiring only editorial revisions (SS-3).

• User administration requests completed within 3 business days (SS-4).

• 100% completion of customer-requested intelligence tools/dashboards/applications as prioritized and approved by COR (SS-5).

• All contractor personnel to possess appropriate knowledge and experience (SS-6).

• Monthly status reports submitted by the 21st calendar day of the month following the reporting period (SS-7).

• Staffing Plan to address extended absences and ensure service continuity (SS-8).

• Zero CMIs caused directly by contractor actions (SS-9).

• The contract includes a base year and four option years.

• Place of performance is determined by the contractor, with remote access to NMC2 permitted. Travel to prime NMC2 operating locations within and outside the Continental United States may be required.

• Contractor personnel must possess extensive Air Force nuclear maintenance and logistics experience, including specific expertise in NMC2 applications and data storage.

• A minimum of 20 years of experience in Air Force nuclear weapons, cruise missile, and ICBM maintenance activities is required for personnel.

• Personnel must have a SECRET/CNWDI security clearance.

• Information Assurance (IA) activities require current technical and/or management certifications.

• The effort is considered Mission Essential (M-E) during times of crisis.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial services to support over 28,000 users across 500 distinctly purposed and managed permission groups. The contractor will be responsible for ensuring data confidentiality, integrity, and availability, and must be familiar with the roles and missions of NMC2 nuclear enterprise entities to properly execute user permission group and data display change requests. This solicitation is a 100% small business set-aside.

• Funds are not presently available for this effort. The Government reserves the right to cancel this solicitation.
