• Contract Type: The requirement is considered a new initiative, evolving from a predecessor contract (FA680021C0001) due to significant changes in scope, user base growth (18,000 to 28,000 users), and expanded service requirements.
• Incumbent: D7, LLC is the current incumbent.
• Incumbent Contract Price: The incumbent's full contract price was $9,008,458.92.
• Past Performance & Pricing Volumes: Information regarding instructions for Past Performance and Pricing volumes, including the number of references and format, has been updated and provided in Attachment 4 Provision and Clauses v2 and Attachment 5 Pricing Schedule.
• Contract Manager: The contractor is responsible for appointing the Contract Manager and alternate, who are not necessarily Key Personnel but must be able to make decisions and act on the contractor's behalf.
• Key Personnel: The PWS does not define specific Key Personnel positions. Offerors are expected to assign personnel appropriately to fulfill PWS requirements. A foundational understanding of processes related to section 3.3.2.7 is essential.
• Place of Performance: Performance can be remote, with the contractor utilizing their own equipment. On-site equipment will not be provided by the government.
• Data Environment: The government welcomes innovative solutions that leverage ADVANA/BLADE if they meet security, performance, and mission requirements, ensuring uninterrupted daily operations.

Solicitation / RFP / RFQ

This document is a Combined Synopsis/Solicitation for Commercial Services (IAW FAR 12.603) for solicitation number FA6800-26-R-1001. It outlines the provisions and clauses applicable to this Request for Quotation (RFQ).

• Offerors must be registered in the System for Award Management (SAM).

• Quotes must be submitted electronically to the specified Contract Specialist and Contracting Officer.

• The contract will be awarded to the responsible quoter whose offer represents the best value to the Government.

• Evaluation factors are Technical, Past Performance, and Price, in descending order of importance.

• Technical factor is significantly more important than Past Performance, which is slightly more important than Price.

• Proposals must receive an "Acceptable" rating in the Technical factor.

• Past Performance will be evaluated for recency and relevancy.

• Price will be evaluated for completeness and reasonableness.

• Quotes must be submitted electronically to the specified POCs by the RFQ due date and time.

• The Government may award based on initial quotes without interchanges, but reserves the right to hold interchanges.

• Evaluation is a best-value tradeoff decision.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide sustainment for Nuclear Munitions Command and Control (NMC2) software applications, ensuring standardization of Air Force nuclear weapons, cruise missile, and Intercontinental Ballistic Missile (ICBM) maintenance management, sustainment, and status reporting. The goal is to modernize NMC2 through a base year and four option years.

• Comprehensive software application lifecycle support, including requirements development, design, implementation, data analysis, storage architecture, testing, user training, and continuous support.

• Development of enhancements and change requests based on usage analysis and recurring maintenance.

• Management of approximately 500 Nuclear Enterprise permission groups and over 28,000 individual users.

• Administration of applications and dashboards to prevent potential Classified Messaging Incidents (CMIs).

• Support for various NMC2 applications including ICBM VES tracking, Site Log, Equipment Tracker, Daily Status, Maintenance Schedule, and others, as well as TKA applications and NWRM Discrepancy Reporting Analytics.

• Application permission management to ensure authorized user access and prevent unauthorized modifications.

• Development and sustainment of new tools, data analysis workspaces, dashboards, and applications.

• Milestones and tasks to be completed IAW original baseline dates 95% of the time (SS-1).

This is a combined synopsis/solicitation for commercial services to support over 28,000 users across 500 distinctly purposed and managed permission groups. The contractor will be responsible for ensuring data confidentiality, integrity, and availability, and must be familiar with the roles and missions of NMC2 nuclear enterprise entities to properly execute user permission group and data display change requests. This solicitation is a 100% small business set-aside.
