Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for shipyard services for the NOAA Research Vessel AUK, hull number R5001, during FY26.

• The contractor's facility must be located within a 50-statute mile radius of Scituate Harbor, MA.

• The contractor is responsible for the vessel's safety, including fire protection, security, and watertight integrity, from arrival until acceptance and removal by TPOC.

• All work must meet or exceed current requirements of ABYC and USCG (Subchapter T).

• A site visit is strongly encouraged.

• Haul, block, clean, store, launch: Remove vessel from water, pressure wash hull and below-waterline fittings, block vessel, inspect hull, and relaunch.

• Underbody coating system: Prepare hull surfaces and apply one coat of antifouling paint, with an extra coat on leading edges.

• Renew Prop-Speed coating: Renew coatings on propellers, shafts, and bow thrusters.

• Inspect and lubricate seacocks: Disassemble, inspect, lubricate, and test seacocks.

• Replace anodes: Inspect and replace anodes exhibiting more than 25% wastage with specified aluminum anodes.

• Inspect cutlass bearings: Measure shaft and bearing gaps and provide recommendations.

• Service main engines: Conduct preventative maintenance and service for Cummins QSC8.3 diesel engines (~600 hours).

• Service generator: Conduct preventative maintenance and service for generator (~5000 hours).

• Service tender engine: Conduct annual service on the Yamaha F15SMHA outboard engine.

• Replace on-deck hydraulic hoses: Remove and replace up to eight hydraulic hoses.

• Fire-fighting systems service: Inspect, test, and service fire suppression bottles and portable extinguishers.

• Alarm system inspect and test: Inspect and test alarm panel and detectors.

• Raft Service: Transport, service, and reinstall two Survitec Zodiac life rafts.

• Replace engine room fans: Replace Delta-T brand engine room ventilation fans.

• Service science winch: Service the science winch per OEM standards.

• Replace charger/inverter: Replace the Outback model VFX3524M charger/inverter.

• Update Met sensors and wiring: Install new Young Instruments weather transmitter and sensor cable.

• Renew SCS system components: Replace gauges and flush/brush piping in the SCS manifold.

• Replace the tender cradle: Fabricate and install a new cradle for the Achilles HB-350LX RIB tender.

• Renew head sole, replace toilet: Replace toilet, discharge pump, piping, and head sole finish.

• Replace TankSentry sensors: Install replacement sensors for blackwater and freshwater tanks.

• Hull plate repairs starboard engine room: Repair pitting on the interior hull surface of the starboard engine room.

• Replace Transducer mount: Fabricate and install a new aluminum mounting ring for the transducer.

• Conditions Found: Address any additional repairs discovered during yard work.

• Period of Performance: Date of Award through August 31, 2026.

• Work to be performed at the contractor's facility within a 50-statute mile radius of Scituate Harbor, MA.

• Welding must be performed by certified welders using approved procedures and materials (5083 alloy).

• Contractor must provide all facilities, labor, materials, tools, and services.

• The contractor's facility must be located within a 50-statute mile radius of Scituate Harbor, MA.

• The contractor is responsible for the safety of the vessel from arrival until acceptance and removal by the Technical Point of Contact (TPOC).

• All work must comply with current requirements of ABYC and USCG (Subchapter T).

• A site visit is strongly encouraged.

• Haul, block, clean, store, launch: Pressure-wash the entire hull, clean all surfaces, block the vessel, inspect for damage, and provide electrical power. Launch the vessel and inspect for leaks.

• Underbody coating system: Prepare and paint the hull with one coat of Interspeed 5640 non-copper antifouling paint, including an extra coat on leading edges.

• Renew Prop-Speed coating: Renew coatings on propellers, shafts, and bow thrusters.

• Inspect and lubricate seacocks: Disassemble, inspect, and lubricate all seacocks.

• Replace anodes: Replace anodes exhibiting more than 25% wastage with specified Performance Metals anodes.

• Inspect cutlass bearings: Measure and report on bearing clearances for shafts and rudders.

• Service main engines: Conduct preventative maintenance and service for Cummins QSC8.3 diesel engines (approx. 600 hours).

• Service generator: Conduct preventative maintenance and service for the generator (approx. 5000 hours).

• Service tender engine: Conduct annual service on the Yamaha F15SMHA outboard engine.

• Replace on-deck hydraulic hoses: Replace up to eight hydraulic hoses and fittings.
