Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The National Oceanic and Atmospheric Administration (NOAA) is soliciting proposals for Non-Personal Services RNA Sequencing to support research on sea scallop populations. This opportunity is a Total Small Business Set-Aside. Proposals are due by April 27, 2026.
Scope of Work
The contractor will provide non-personal services for RNA Sequencing Data and Analyses. This includes 3'Tag-Seq poly A library preparation and Next Generation sequencing on extracted RNA from 40 sea scallop individuals. The objective is to understand differences in how sea scallop populations respond to ocean acidification and temperature challenges. Key tasks involve:
- Performing 3'Tag-Seq poly A RNA library preparation.
- Processing four unique experiments/batches of samples.
- Conducting quality control steps on extracted RNA and final libraries.
- Performing Next Generation Sequencing to achieve a minimum of 3-4 Million single end reads per sample.
- Delivering FASTQ files electronically within 60 days of sample receipt.
