Scope of Work

This non-personal service contract requires the contractor to provide all personnel, equipment, supplies, facilities, and tools for the inspection, maintenance, repair, replacement of parts, and testing of Korean-manufactured NTVs. Services include Monthly (A & B), Semi-annual, Annual, minor and major Repair, Pick-up and Delivery, and Emergency Towing. All work must adhere to Korean Motor Manufacturer's service and parts manuals, and all consumables and replacement parts must be 100% made in Korea.

Contract Details & Timeline

  • Contract Type: Firm Fixed Price (FFP) and Requirement Type Contract.
  • Period of Performance: A one-year base period and four 12-month option years, with services commencing May 1, 2026, and potentially extending through December 31, 2030.
  • Place of Performance: Contractor-owned maintenance facility, MARFORK Vehicle Maintenance Facility (VMF) at Camp Humphreys, and other designated areas in South Korea, including Camp Mujuk. Major repairs for Camp Mujuk NTVs can be performed at the contractor's facility near Camp Humphreys or a local Pohang facility with COR approval.
  • Set-Aside: Unrestricted. This is an ROK MND funded contract under the LCS program.

Key Requirements & Qualifications

Offerors must demonstrate:

  • Minimum two years of NTV maintenance and repair experience within the last seven years.
  • Valid Republic of Korea government business registrations and certifications.
  • A maintenance facility located within 10 miles (16.09 km) of Camp Humphreys (Adams Gate, Yoon Gate). Failure to meet this will result in an "Unacceptable" rating.
  • Current insurance coverage.
  • Qualified personnel:
    • Contract Manager (CM): Minimum two years of CM experience in NTV maintenance/repair (last seven years) and English proficiency (TOEFL 450/CBT 133/iBT 45 or TOEIC 550+). Educational degrees alone are not sufficient proof of English proficiency.
    • Mechanics: Minimum two years of motor vehicle maintenance/repair experience (last seven years) and an Automotive Mechanic Technician license or higher.
  • A detailed Overall Maintenance Plan.
  • Local subcontractors are permitted for Camp Mujuk NTVs, provided the primary facility meets the 10-mile rule and the subcontractor is qualified.

Evaluation Criteria

Award will be based on two factors:

  1. Prime Contractor's Qualifications and Maintenance Plan: Evaluated on contractor requirements (experience, registrations, facility location, insurance), personnel qualifications, and the overall maintenance plan.
  2. Price: Reviewed for completeness and reasonableness. Price is not scored, but the lowest price is a factor for award. Offerors should submit their best pricing as discussions are not anticipated. For evaluation purposes, one-half of the final option period's price will be added to the total evaluated price.

Submission Instructions

Proposals must be submitted via the PIEE Solicitation Module by March 2, 2026, at 13:00 KST. Submissions must include complete CLINs/Sub-CLINs for the base period and four option years in Korean Won (KRW), a Tax Exemption Declaration, and signed copies of the solicitation (SF1449) and all amendments (SF30). Offerors must acknowledge receipt of Amendment 0002.
