• Evaluation Criteria: Quotes will be evaluated based on a comparative methodology, considering Technical Approach and Past Performance to determine the best value to the Government. Price will also be evaluated for fairness and reasonableness.

• Technical Approach: Requires a detailed 2-4 page explanation of the approach, including a construction schedule (Gantt chart).

• Past Performance: Requires description of similar contract experience within the last 5 years, including a reference list.

• Price: Requires pricing submitted on the attached Excel spreadsheet "Attachment 2 - Schedule of Items". Line-item pricing should be rounded to the nearest whole dollar.

• This acquisition is a Total Small Business Set-Aside.

• Small Business Size Standard: $45M.

• A site visit is scheduled for May 6, 2026, at 1:00 PM MST. Attendance is highly encouraged but not mandatory.

• A Bid Bond/Offer Guarantee (SF24) is required at the time of offer; failure to provide it will render the offer non-responsive. The guarantee is 20% of the total offer price, not to exceed $3 million.

• 100% Performance and Payment Bonds are required within 10 calendar days after award, using SF 25 and SF 25A respectively.

• Offerors must hold prices for 60 calendar days from the quote due date.
