Quick Summary

The Naval Research Laboratory (NRL) has issued a Broad Agency Announcement (BAA) for Basic and Applied Research, seeking innovative proposals for advancements in various technical topic areas. This BAA operates on a two-step submission process: an initial White Paper followed by an invited Formal Proposal. The BAA is open to all responsible sources and has no set-aside.

Purpose & Scope

The NRL is interested in receiving innovative proposals that offer potential for advancement and improvement in specified technical topic areas, with a focus on maritime applications for the Navy and Marine Corps. This BAA covers science and technology (S&T) projects, including basic research, applied research, and advanced technology development. It is not intended for the acquisition of technical or engineering support services.

Submission Process

Prospective offerors must first submit a White Paper (WP), including a rough cost estimate, to the email address identified in the individual Summary Topics within Appendix 1. If the proposed research aligns with NRL's interests, the offeror will be invited to submit a Formal Proposal. White papers are continuously accepted.

Contract Details

Awards under this BAA are expected to take the form of Contracts, Grants, Cooperative Agreements, and Other Transactions. The funded amount and period of performance will vary based on the research area and technical approach.

Eligibility & Set-Aside

This opportunity is open to all responsible sources from academia, industry, and the research community. The NRL specifically encourages Educational Institutions, Small Businesses (SBs), Small Disadvantaged Business Concerns (SDBs), Historically Black Colleges and Universities (HBCUs), and Minority Institutions (MIs) to submit proposals. No portion of this BAA will be set aside for small business or other socio-economic participation. Federally Funded Research & Development Centers (FFRDCs) and Navy laboratories are not eligible for direct awards.

Evaluation Criteria

Proposals will be evaluated based on a scientific review of their technical approach, potential benefits to the Government, cost and cost realism, and the availability of funds.

Key Dates & Contact

White papers are continuously accepted. The BAA is open until March 31, 2026, or until replaced by a successor BAA. Primary Contact: Mary Johnson, nrl_proposals@us.navy.mil, 202-923-1558.
