If the proposed research aligns with NRL's interests, the offeror will be invited to submit a Formal Proposal. White papers are continuously accepted.
Contract Details
Awards under this BAA are expected to take the form of Contracts, Grants, Cooperative Agreements, and Other Transactions. The funded amount and period of performance will vary based on the research area and technical approach.
Eligibility & Set-Aside
This opportunity is open to all responsible sources from academia, industry, and the research community. The NRL specifically encourages Educational Institutions, Small Businesses (SBs), Small Disadvantaged Business Concerns (SDBs), Historically Black Colleges and Universities (HBCUs), and Minority Institutions (MIs) to submit proposals. No portion of this BAA will be set aside for small business or other socio-economic participation. Federally Funded Research & Development Centers (FFRDCs) and Navy laboratories are not eligible for direct awards.
Evaluation Criteria
Proposals will be evaluated based on a scientific review of their technical approach, potential benefits to the Government, cost and cost realism, and the availability of funds.
