Opportunity Details
The BB4 MAC Contract is anticipated to be a Multiple Award Contract (MAC) IDIQ with a 5-year base and five 1-year option periods. It will cover mid- to large-level modernization projects, including structural, outfitting, piping, ventilation, electrical system modifications, equipment repair, and testing. Services will encompass design, development, testing, engineering, technology insertion, system integration, installation, logistics, training, and program management. Work is expected at CONUS and OCONUS locations across various platforms (Surface, Submarine, Carrier, Amphibious, FMS, MSC). The projected Level of Effort (LOE) is approximately 1.3 million labor hours per year, with an estimated 85% Government Site and 15% Contractor Site work.
Key Requirements & Considerations
- Cybersecurity: Contractors will be required to meet Cybersecurity Maturity Model Certification (CMMC) Level 2 by November 10, 2025, as mandated by DFARS 252.204-7025, including a C3PAO assessment by November 2026.
- Personnel & Security: All contractor personnel must be U.S. citizens, with potential for SECRET level clearances and compliance with NISPOM and OPSEC requirements.

Procurement & Timeline
Prime contractors will be awarded a BASE contract, with individual Task Orders competed among MAC holders based on cost, technical, and past performance. The tentative timeline anticipates RFP Release in Q4 FY26, RFP Close in Q1 FY27, and Contract Award in Q2 FY28.
