This is a pre-solicitation notice for non-commercial products, prepared in accordance with FAR Subpart 13.105. It announces the intent to procure specific fasteners for the Portsmouth Naval Shipyard. A formal solicitation (RFQ N3904026Q5230) will be posted on sam.gov.

• Item 0001: NUT, HEX, REGULAR, NICKEL COPPER (55 Each). Must be in accordance with specifications in the Portsmouth Naval Shipyard C. R. Gilbert / E. F. Dickson Fastener Program manual. BOA Item: 7023AD, NSN: 1H 5310-01-582-4655 X2, Nominal Size: 0.750"-10UNC-2B.

• Item 0002: Contract Data Requirements List for Item 0001 (1 Set). Must be in full accordance with the Contract Data Requirements List for BOA Item 7023AD listed in the Portsmouth Naval Shipyard C. R. Gilbert / E. F. Dickson Fastener Program manual.

• All manufacturing and data requirements must align with the specifications and data requirements for BOA Item 7023AD.

• The solicitation will incorporate provisions and clauses in effect through FAC 2025-06 and DFARS Change 2025-1110.

• Delivery Point: Portsmouth Naval Shipyard, Kittery, ME.

• No Government-Furnished Material will be provided.

• Vendors must possess a 2021 Portsmouth Naval Shipyard C. R. Gilbert / E. F. Dickson Fastener Program Manual.

• Additionally, vendors must either hold a Basic Ordering Agreement satisfying specific requirements or provide applicable Non-Destructive Testing/Coating procedures and evidence of compliance with Higher Level Contracting Quality Requirements (MIL-I-45208 or ISO 9001/9002).

• If unable to meet bidding requirements or receive an award, vendors must submit written confirmation of the return or destruction of the 2021 Fastener Program Manual within 45 days of solicitation closure.

• NAICS code: 332722.

• Small Business Standard: 600 employees.

• This will be a 100% Small Business Set-Aside solicitation.

• Requests for copies of the Portsmouth Naval Shipyard C. R. Gilbert / E. F. Dickson Fastener Program Manual can be made to Lauren LeDuc or Victoria MacLellan via email, including an active DD2345 form.

• This announcement will be publicized for 15 days, from January 8, 2026, to January 27, 2026.

This document outlines the instructions for submitting a quote for an unspecified procurement. Vendors are required to submit a quote that will be evaluated based on the specifications provided.

• Vendors must be registered in the System for Award Management (SAM).

• Technical Confidence Submission requires vendors to possess a 2021 Portsmouth Naval Shipyard C. R. Gilbert / E. F. Dickson Fastener Program Manual and either:

  • Hold a Basic Ordering Agreement (BOA) that satisfies applicable procedure requirements and Higher Level Contracting Quality Requirements (MIL-I-45208 or ISO 9001/9002 with STR-ISO 9000 Supplement A, B, or C).
  • OR provide applicable Non-Destructive Testing and/or Coating procedures (if required) and evidence of compliance with Higher Level Contracting Quality Requirements (MIL-I-45208 or ISO 9001/9002 with STR-ISO 9000 Supplement A, B, or C).

• Pricing must be provided for all requested items.

• Past Performance: Vendors must include at least three (3) relevant previous projects or contracts performed within the last five (5) years.

• The government will award a delivery order.

• Evaluation will be based on Lowest Price Technically Acceptable (LPTA).

• Technical Capability will be assessed based on the ability to meet manufacturing requirements from the Portsmouth Naval Shipyard Fastener Program Manual (September 2021).

• Pricing will be evaluated as Lowest Price Technically Acceptable; failure to include pricing for all line items may result in rejection.

• Past Performance will be evaluated based on recent/relevant performance records, with "Acceptable" for vendors with no prior performance information and "Unacceptable" for those with an unacceptable lack of confidence.
