Anticipated Requirements & Technical Confidence

Bidders for the upcoming RFQ must possess the 2021 Portsmouth Naval Shipyard C. R. Gilbert / E. F. Dickson Fastener Program Manual and demonstrate technical confidence by either:

  • Holding a Basic Ordering Agreement (BOA) satisfying MIL-I-45208 or ISO 9001/9002 with STR-ISO 9000 Supplement A, B, or C.
  • OR providing applicable Non-Destructive Testing and/or Coating procedures (if required) and evidence of compliance with the aforementioned quality requirements. Requests for the manual require an active DD2345 form and can be made to Ina Nason (ina.nason.civ@us.navy.mil).

Anticipated Submission & Evaluation

The forthcoming RFQ will be evaluated using the Lowest Price Technically Acceptable (LPTA) method, considering:

  1. Technical Capability: Assessed based on adherence to the Fastener Program Manual (September 2021).
  2. Delivery Schedule: Ability to meet a requested 45-week delivery after receipt of raw materials.
  3. Price: Must include pricing for all line items.
