Contract Details
This is a Solicitation under a BAA Call. ONR anticipates awarding up to two (2) contracts with a total funding amount of $30 million. The period of performance for awarded projects may range from 1 to 3 years.

The opportunity initially sought white papers (submission date passed), followed by full costed proposals. Proposals must detail a Technical and Management Approach, demonstrating technical understanding of key challenges, an Integrated Master Schedule (IMS), and descriptions of all deliverables as specified in Attachment 1. Attachment 4 provides detailed proposal information, including structure, required components for the technical proposal (e.g., management plan, project team, experience, resumes), a clear Statement of Work (SOW), and considerations for Data Rights. Deliverables for Phase 1A and Phase 1B include various reports, data packages, and plans, with formal reviews such as SRR, CoDR, PDR, and CDR.
Submission & Evaluation
The requirement for oral presentations has been removed (Amendment 005). Evaluation will focus on the technical approach, management plan, team experience, and schedule management.
