Opportunity Overview

ONR seeks performers for the OEX program, focusing on establishing the technical feasibility of the vehicle and its operational/maintenance infrastructure. The effort involves a Preliminary Design phase (Phase 1A), expected to last 12 months, with an option for a Detailed Design phase (Phase 1B). The program aims to advance the state-of-the-art for UUVs in performance and manufacturing, covering designs for an objective "Production Vehicle," a "Prototype Vehicle," and a "Prototype Payload Module."

Key Requirements & Deliverables

Proposals must detail a Technical and Management Approach, addressing system development, teaming, lessons learned, and programmatic aspects (cost, schedule, risk). Offerors must demonstrate Technical Understanding of key challenges such as reliability, communications, endurance, and robust autonomy. An Integrated Master Schedule (IMS) in Microsoft Project format is required, correlating with the Work Breakdown Structure (WBS) used in the Statement of Work (SOW) and cost proposal. The SOW must clearly define tasks, durations, and completion criteria. Proposals must also include Deliverable Descriptions, Project Team and Experience (including key personnel resumes, max 2 pages each), and address Government Data Rights, anticipating Unlimited or Government Purpose Rights for most data, with potential exceptions for battery pack information. Autonomy is expected to reach TRL 3 or 4 by the conclusion of Phase 1B, with an open architecture preferred. The combined Technical Proposal and SOW is limited to 50 pages, excluding full-page graphics, checklists, and certifications.

Contract Details & Set-Aside

This is a Solicitation (BAA Call N0001425SBC04). ONR anticipates awarding up to two (2) cost-reimbursement contracts with limitations of cost and funds for Phase 1B, totaling up to $30 million for projects with a 1 to 3-year period of performance. There is no specific set-aside designation; however, other-than-small businesses are required to submit a subcontracting plan.

Submission & Evaluation

The initial white paper submission phase is complete. The current focus is on full proposals. The requirement for oral presentations has been removed. Proposals will be evaluated based on the detailed requirements outlined in Attachment 4 (Revised 1).
