This document provides responses to vendor questions regarding Solicitation 70LGLY25QGLB00090 for Off Center Lodging for FLETC training from October 28, 2025, through March 31, 2025.

• Room Entrance: There is no requirement for hotel room entrances to be directly from the parking lot.
• Safety Deposit Boxes: Hotels must provide working safes or safety deposit boxes accessible to students, as per RFQ Section C, subparagraph 2.1(a)(9).
• Parking Fees: Hotels requiring parking fees to access their location are responsible for reimbursing students for daily fees and providing passes for the duration of the stay. All hotel fees must be incorporated into the contract price.
• VIP Rooms: There is no minimum number of VIP rooms required.
• Rooming List: There is no specific requirement for when a "rooming list" must be provided, but availability will be checked before award.
• Payment: Invoicing is not handled through WAWF. Payment is made in accordance with FAR 52.232-33 to the contractor's registered SAM.gov banking information.
• Small Business Set-Aside: This requirement is a small business set-aside, meaning only small businesses can participate.
• Distance Restriction: Hotels must be within 60 driving miles of the FLETC Glynco, GA gate to be considered.
• Apartment Units: Apartment units are not acceptable lodging options; only hotels or motels are permitted.
• Due Date: The due date for submissions cannot be extended past October 3, 2025.

These clarifications address specific requirements, submission details, and eligibility criteria, providing vendors with a clearer understanding of the solicitation's expectations. Several questions reference Amendment 0001, indicating that modifications have been made to the original solicitation regarding hotel categories and elevator requirements.

Amendment / Modification

This amendment (0001) to solicitation 70LGLY25QGLB00090, dated 09/26/2025, makes the following changes:

• Section C, Paragraph 1: Adds "Awards will be made per class. Schedules are received per month."
• Section C, Paragraph 2.1(d): Modifies text concerning elevators.
• Attachment 3 to Exhibit 3 (Section C, Paragraph 5(c)): Modified.
• Attachment 2 to Exhibit 2 (Section C, Paragraph 5(b)): Modified.
• Attachment 4 to Attachment 1 (Section C): Modified.
• Section F, Paragraph F.2 (Category E): Changes to specify hotels with a physical address in Kingsland, GA or St. Marys, GA.
• Section F, Paragraph F.2 (Category F): Adds "All other hotels."
• Page Numbering: Section A is removed due to page numbering changes resulting from the above modifications.
• Section D, Paragraph D.1: Incorporates Federal Acquisition Regulation (FAR) clause 52.232-18 "Availability of Funds."
• Submission Deadline: The submission date is changed from October 3, 2025, to October 7, 2025, at 1:00 PM ET.

Sections A, C, D, F, and various attachments and exhibits are affected by these changes.

The submission deadline has been extended to October 7, 2025. Offerors must acknowledge receipt of this amendment by completing Block 8 of the SF30 and submitting it with their quote.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for lodging of students as a Request for Quotes (RFQ) for commercial items. The acquisition is expected to result in multiple firm fixed price awards.

• Hotels/motels must be within 60 driving miles from the FLETC Front Gate in Glynco, GA.

• Services are for Off Center Lodging.

• Contractor shall furnish all labor, materials, equipment, management, and supervision for the length of stay indicated on orders.

• Contractor personnel must be physically and mentally capable, courteous, and maintain a neat appearance.

• Front Desk Clerk must be available 24-hours, including holidays and weekends.

• Daily log of FLETC student complaints must be maintained.

• Operation must comply with Federal, State, and Local requirements, including OSHA, Hotel and Motel Fire Safety Act, Fire Administration Authorization Act, and ADA.

• No signage referencing FLETC or its students is permitted in public view.

• Maintain anonymity of FLETC students.

• Ensure personal security and safety of FLETC students.

• Premises must be free of loud noises, public drunkenness, illicit drug use, drug sales, prostitution, and transients.

• Prevent unauthorized entry into FLETC assigned rooms.

• "Do Not Disturb" signs must be handled according to procedure.

• Service animals must be accommodated per ADA guidelines.

• Provide pest control services at least bi-weekly and upon request.

• Air Conditioner (A/C) and Packaged Terminal Air Conditioner (PTAC) units must be clean.

• Notify students of quiet hour restrictions upon check-in.

• Hotel/motel support services include 24-hour message service, wake-up calls, ice machine, and vending machines.

• Rooms must include specific furnishings and amenities (bedroom, bathroom, etc.).

• Wireless internet service must be accessible in each room at no additional cost.

• Hotel/motel cannot be in any phase of remodeling.

• Housekeeping services must be performed daily.

• Bed linens and bath linens must be exchanged regularly and be clean.

• Contract type: Firm-Fixed Price (FFP).

• Period of performance: October 28, 2025, through March 31, 2026.

• Estimated 2754 rooms for the period.

• Multiple awards are expected.

• Quotes must be submitted via email to Erin.Johnson@fletc.dhs.gov.

• Submission Deadline: September 30, 2025, 1:00 pm ET for questions. Offer submission deadline: October 3, 2025, 1:00 pm ET.

• Offers are to be submitted on the "HOTEL SERVICES AND PRICES FORM" (Section B).

• Evaluation will be based on location (driving miles), meeting requirements/specifications, price, and availability.

• Price realism analysis may be performed.

• Prices above per diem will not be considered fair and reasonable.

• This is a competitive 100% set aside for small business.

• Geographical restriction: within 60 driving miles from FLETC Front Gate.

• NAICS code: 721110, size standard $40M.

• Offerors must be registered in the System for Award Management (SAM) at time of submission.

• All questions must be submitted via email by September 30, 2025, 1:00 pm ET.

• Answers to questions will be posted on sam.gov.

• Awards will be subject to the Service Contract Act.

• Offerors must monitor sam.gov for amendments.

• Acknowledging amendments is required.

• If quoting for multiple hotels, a separate "Hotel Services and Prices Form" must be submitted for each hotel.

• Third-party offerors must include an authorization letter.

• The Government reserves the right to cancel this RFQ in its entirety.
