Quick Summary

The Department of the Air Force (AFLCMC) is conducting a Request for Information (RFI) for Offensive Cyber Depot Operations & Sustainment. This RFI seeks information from vendors capable of providing Cost Plus operations and sustainment activities for cyber weapon systems within the AFLCMC/HNCO portfolio, ideally leveraging existing Indefinite Delivery / Indefinite Quantity (IDIQ) contracts. Scope of Work

The government is seeking capabilities for comprehensive support of complex information systems, including:

  • Tier 1, 2, and 3 level support for complex information systems.
  • Repair, update, and return complex information systems to service.
  • Creation of virtual machines, networks, and infrastructures in an air-gapped environment.
  • Update and maintenance of hardware and software configuration baselines.
  • Installation and maintenance of services under a service-oriented architecture.
  • Risk Management Framework (RMF) compliance for system approvals (IATT, ATC, ATO).
  • System scans in compliance with Security Technical Implementation Guides (STIG).
  • Continuous system monitoring, including ACAS scans and IAVM monitoring.
  • Technical reporting (e.g., System User Manuals, Design Documents).
  • Provision and operation of a contractor Sensitive Compartmented Information Facility (SCIF) in the San Antonio Metropolitan Area.
  • Provision and operation of an unclassified server space for Test and Integration (T&I) offsite.
  • 24/7 Help Desk services.

Required software and hardware expertise includes Microsoft Server 2022+, Red Hat Enterprise Linux, VMWare, Windows 11 Enterprise, SecureView, as well as various servers, switches, firewalls, workstations, and KVM devices. Workforce requires TS/SCI eligibility, with some members potentially needing Special Access.
