Quick Summary

The Department of the Air Force, AFLCMC, is conducting a Request for Information (RFI) for Offensive Cyber Depot Operations & Sustainment services in San Antonio, TX. This RFI is for planning purposes to gather information for a potential follow-on contract to FA8307-22-F-0030. Responses are due May 20, 2026.

Purpose & Context

This RFI, issued by the Air Force Life Cycle Management Center (AFLCMC), is for planning purposes only, in accordance with FAR 52.215-3. It aims to identify vendors capable of providing Cost Plus operations and sustainment for cyber weapon systems within the AFLCMC/HNCO portfolio. The government is seeking industry recommendations for existing DoD-accessible IDIQ vehicles, though a new standalone contract may be considered. This is a follow-on requirement to an existing contract.

Scope of Work

The requirement involves providing Tier 1, 2, and 3 support for complex information systems, including repair, updates, and return to service. Key tasks include creating virtual machines/networks in air-gapped environments, maintaining hardware/software baselines, installing services under a service-oriented architecture, and working within the Risk Management Framework (RMF) for system approvals (IATT, ATC, ATO). The contractor will also perform STIG compliance scans, continuous system monitoring (ACAS, IAVM), and provide technical reports. A critical component is the provision and operation of a contractor-owned Sensitive Compartmented Information Facility (SCIF) in the San Antonio metropolitan area, connected with AFSCI terminals, adhering to ICD 705 and DoDM 5105.21-M-1 standards. The contractor will also serve as the Site ISSO, maintaining an existing ATO.

Key Requirements

  • Clearance: Top Secret/Sensitive Compartmented Information (TS/SCI) is required for personnel. Some members may require Special Access eligibility.
  • Workforce: Anticipated labor categories include Network Specialists, System Engineers, System Administrators, Help Desk Support, Configuration Manager, Test Engineer, and Information System Security Manager (ISSM).
  • Technology: Experience with Microsoft Server 2022+, Red Hat Enterprise Linux, VMWare/vSphere/ESXi, Microsoft Windows 11 Enterprise, SecureView, and various hardware (Servers, Switches, Firewalls, Workstations, KVM) is relevant.
  • Support: 24/7 Help Desk services and an unclassified server space for Test and Integration (T&I) offsite are required.

Contract Details & Timeline

  • Type: Sources Sought / Request for Information (RFI)
  • Set-Aside: None specified at this stage; small business determination is ongoing, and a set-aside strategy will be considered if market research supports it. A Small Business Subcontracting Plan will be required from large businesses if the acquisition proceeds on an unrestricted basis.
  • Contract Type: The government is evaluating a cost-reimbursement contract structure, with the specific fee type (CPFF, CPIF, CPAF) yet to be finalized.
  • RFI Response Due: May 20, 2026.
  • Objective Award Date: December 2026 for the follow-on contract.
  • Published: May 14, 2026 (updated).

Interested vendors should submit a capability statement/white paper (maximum 5 pages, excluding title page) and a Rough Order of Magnitude (ROM). Submissions must be unclassified and sent via unclassified email to the Contracting Officer, Charles Craig (charles.craig.2@us.af.mil). This RFI does not constitute a solicitation, and the government will not reimburse respondents for any costs.
