Accepted file formats include MS-Word 2007/2010, MS-Excel 2007/2010, or Adobe Acrobat (PDF), with a maximum file size of 30MB per email. Evaluation will be based on the lowest priced, acceptable, responsible offer. The government reserves the right to reject unreasonably low or high quotations. Offerors must complete SF-18, Section A (Pricing), Section L (Representations and Certifications), and provide additional information as required in Section J.
Eligibility & Site Visit
Offerors must be technically qualified, financially responsible, and have an established business in Thailand or plan to establish one within 30 days of award. Prior construction experience, necessary personnel, equipment, financial resources, local licenses, permits, and insurance are required. Proof of SAM registration at https://www.sam.gov is mandatory prior to proposal submission. A mandatory site visit is scheduled for April 6, 2026, at 1:30 PM at the 3rd Floor, Chancery, 120-122 Wireless Rd. Personnel attending must be registered by April 3, 2026, before noon by emailing Pinlaorp@state.gov.
