Statement of Work (SOW) / Performance Work Statement (PWS)

To provide technical support for the maintenance, development, standardization, and integration of environmental databases for the National Oceanic and Atmospheric Administration's (NOAA) Office of Response & Restoration (OR&R). This support is crucial for managing contaminant chemistry, bioassay (toxicity) test, and field observation data, which are vital for risk assessments, cleanup goals, and injury determinations related to natural resource damage.

• Data Management: Maintain and improve environmental data models, regional databases, and automated routines for data import and calculation. This includes calculating probability of toxicity and ensuring data meets national guidelines.

• Data Integration: Standardize and integrate field and laboratory data into the DIVER environmental data format. This involves applying expertise in chemistry, toxicity, fisheries biology, and field sampling.

• Development of Tools: Maintain and improve existing data templates, automate data import procedures, and expand automation tools for data integration from partner databases.

• Quality Assurance/Quality Control (QA/QC): Conduct thorough QA/QC reviews of new datasets to ensure data integrity and identify potential issues.

• Documentation: Develop documentation for each dataset, including project source, analytical methods, and data treatment decisions.

• Major Spills Data Management Contingency: Provide optional, on-demand support for major spill or environmental emergency events, requiring the capacity to ramp up operations for data management tasks.

• Monthly Progress Reports: Must be submitted monthly, be accurate and complete, reflect the status of tasks and deliverables, and include a financial summary. Accuracy must be at least 95%.

• Contract Deliverables: Must be submitted timely and without required rework, with an Acceptable Quality Level (AQL) of ≥95% for deliverables.

• Qualified Personnel: All personnel must be fully qualified according to PWS Section 3.0 and Attachment A.1.

• Invoicing: Monthly invoices must be timely and accurate, with 95% accuracy.

• Overall Contract Performance: Must achieve a "Satisfactory" or higher rating annually.

• Base Period: July 1, 2023 - June 30, 2024

• Option Period One: July 1, 2024 - June 30, 2025

• Option Period Two: July 1, 2025 - June 30, 2026

• Performance will primarily occur on Government Furnished Equipment (GFE) and may involve work at NOAA facilities.

• Contractor Personnel: Must possess the necessary scientific, administrative, and technical skills. All staff require facility and safety orientation.

• Security: Compliance with NOAA IT security, safety training, records management, and physical security requirements is mandatory. Access to Government data requires adherence to confidentiality and safeguarding protocols, including signing a NOAA Non-Disclosure Agreement.

• Government Furnished Equipment (GFE): Contractor must use and maintain GFE, comply with IT security policies, and adhere to established timeframes for configuration management, vulnerability management, and inventory reconciliation.

• Training: Contractor staff must complete required NOAA IT security, safety, and records management training.

• Intellectual Property: All deliverables and services are property of the U.S. Government. Data must be stored exclusively on GFE and not disseminated externally without approval.

Solicitation / RFP / RFQ

• Evaluation will be based on a "Best Value" tradeoff between Technical Approach and Price. Technical Approach is significantly more important than Price.

• Award will be made to the responsible quoter whose quote conforms to the solicitation and provides the Best Value.

• This requirement is 100% set-aside for Small Business concerns.

• Quoters must be certified as a Small Business under the assigned NAICS code (541620) at the time of quote submission.
