• Security: Commitment to protect non-public information, NDAs required, and baseline security for physical/logical access to federal information.

• 508 Compliance: EIT deliverables must meet applicable standards.

• Contract Type: Firm Fixed Price (FFP)

• Period of Performance: From date of award through September 30, 2026

• Place of Performance: Washington, DC (355 E St. SW; 250 E St. SW) and GSA Warehouse (Springfield, VA).

• Proposal Structure: Three volumes: Technical & Management, Price, and Representations & Certifications. Each volume has specific content requirements and page limits (10 pages for narrative deliverables).

• Evaluation Basis: Best-Value Tradeoff or Lowest Price Technically Acceptable (LPTA), to be selected by the Contracting Officer.

• Evaluation Factors: Technical & Management (including Move & Storage Methodology, Installation & Electrical Plan, Schedule, Quality Assurance, Security/NDA) and Price.

• Set-Aside: 8(a) competition Set-aside (FAR 19.8).

Statement of Work (SOW)

To provide non-personal services for strategic communications and government affairs support to the Committee for Purchase From People Who Are Blind or Severely Disabled (U.S. AbilityOne Commission).

• Relocation of the Commission's office from 355 E Street SW to 250 E Street SW, Washington DC.

• Transfer of all office furniture and items to the new location or to a GSA warehouse.

• Items will be marked for their destination (new office or GSA warehouse).

• Storage of office furniture until the new office location is available.

• Relocation of the Commission OIG office furniture, which will be stored until a new location is available.

• CLIN 0001 & 0002 (Move Supplies): Provision of specific quantities of legal boxes, keyboard/peripheral bags, bubble wrap, and labels for both the Commission and OIG moves.

• CLIN 0003 (Move Services - Commission): Transportation, palletization, and storage of Commission items including lounge seating, wall-mounted pictures/artwork, file cabinets, disassembly/relocation/installation of 16 Herman Miller workstations, removal of surplus furniture to GSA warehouse, and electrical disconnect/reconnect for 5 electrical power poles.

• CLIN 0004 (Move Services - OIG): Transportation, palletization, and storage of OIG items including private office furniture, a small conference table, and televisions.

• CLIN 0005 (GSA Warehouse): Handling of specific items at the GSA warehouse, including folding chairs, history panels, pictures with frames, boxes with binders, and IT equipment (printers and ink).

• Period of Performance: Date of award to September 30, 2026.

• Place of Performance: Government facility in Washington, D.C.

• Hours of Operations: Contractor must conduct business between 7:00 am and 5:00 pm, Monday through Friday.

• Holidays: Contractor is not required to perform services on specified Federal holidays but must maintain workforce continuity when the Government facility is not closed.

• Quality Assurance: Contractor must implement a quality assurance program and cooperate with Government offices for facility access, audits, and security.

• Security: Contractor must protect federal information and information systems (Integrity, Confidentiality, Availability) and ensure employees sign a Non-Disclosure Agreement.

• Accessibility: All electronic and information technology must meet Section 508 accessibility standards.

• Commercial Items: Use of Commercial-Off-The-Shelf (COTS) and Government-Off-The-Shelf (GOTS) products is required to the maximum extent.

• Travel: Contractor may be required to travel CONUS and within the National Capital Region for meetings, conferences, and training, with prior Government approval.
