• Two-Step Sealed Bidding Process:

  • Step 1 (RFTP): Submit an unpriced technical proposal addressing requirements and evaluation criteria. No pricing information is allowed. Proposals will be evaluated for a high probability of successful performance.
  • Step 2 (Invitation for Bids): Offerors with acceptable Step 1 proposals will be invited to submit a sealed price bid. Award will be to the lowest-priced, responsible bidder.

• Technical Proposal Submission: Limited to 20 pages, organized by evaluation factors. Includes narrative responses, resumes, project examples, safety/QC plans, and preliminary schedule.
