Scope of Work
The project involves installing a gravity-fed OWS with integrated sensors for real-time monitoring. The OWS must capture and remove 99% of free and dispersed hydrocarbons larger than 20 microns. Work includes excavation, shoring, foundations, plumbing, site electrical work, controls/alarms, and commissioning. Special precautions are required for working on the airfield to prevent foreign object debris (FOD) and personnel will undergo additional screening. The system must comply with EPA, DoD, and NPDES regulations, and various technical standards including UFC 3-240-01, 40 CFR Part 112 and 122, NFPA, NEC, and Idaho State Environmental Codes.

Two-Step Sealed Bidding Process
- Step 1 (This RFTP): Offerors submit an unpriced technical proposal addressing requirements and evaluation criteria. No pricing information is permitted. Proposals will be evaluated for a high probability of successful performance.
- Step 2 (Invitation for Bids): Offerors with acceptable technical proposals from Step 1 will be invited to submit a sealed price bid. The contract will be awarded to the responsible bidder with the lowest-priced bid.
