Submission & Evaluation

This is a Two-Step Sealed Bidding acquisition:

  • Step 1 (RFTP): Offerors submit unpriced technical proposals (limited to 20 pages) addressing requirements and evaluation criteria. No pricing information is allowed.
  • Step 2 (Invitation for Bids): Offerors with acceptable technical proposals will be invited to submit a sealed price bid. Award will be made to the lowest-priced, responsible bidder.
