Scope of Work
The contractor will provide integrated facility operations and maintenance (O&M) services, encompassing:
- Facility Maintenance: Routine and non-routine maintenance for civil, structural, mechanical, electrical, plumbing, sanitary, controls, and fuels systems. This includes minor repairs (up to $5,000 in material costs under Firm Fixed Price CLINs) and larger non-routine repairs requiring Contracting Officer Representative (COR)/Contracting Officer (KO) authorization.
- Grounds Maintenance: Services for grounds and sports fields, including mowing, fertilization, weed control, and playground maintenance, ensuring safe and aesthetically pleasing conditions. Detailed tasks and frequencies are provided in Attachment 19.
- HVAC Maintenance: A comprehensive program for heating, ventilation, and air conditioning systems, including routine maintenance, repairs, and refrigerant management in compliance with stringent standards.
- Work Order Management: Utilization of the Asset Essentials Work Order System (WOS) for managing work orders and assets.
- Compliance: Adherence to regulatory requirements such as NFPA, OSHA, EPA, and EM 385-1-1.
The contract covers numerous DoDEA facilities, including various schools and administrative offices across Okinawa, with detailed inventory lists provided in Attachments 02-16.
Contract Details
- Contract Type: Indefinite Delivery/Indefinite Quantity (IDIQ) with Firm Fixed Price (FFP) for most CLINs and Time and Materials (T&M) for others.
- NAICS Code: 561210 (Facilities Support Services), with a size standard of $47,000,000.
- Period of Performance: A base period from August 1, 2026, to July 31, 2027, followed by option periods extending the contract through July 31, 2031. An option to extend services for up to 6 months is also included.
- Estimated Value: The estimated minimum obligation for the base year is $50,000, with a maximum cumulative amount of $16,500,000 for specific CLINs over the entire ordering period.
- Set-Aside: Unrestricted.
Submission & Evaluation

Factors I and II are of equal importance and are more important than Factor III. The Government reserves the right to award to an offeror other than the lowest-priced if justified by advantages in Factors I or II.

Additional Notes
A site visit schedule is provided in Attachment 24.pdf for April 20-26, 2026. Qualified personnel, including a Program Manager, Contract Maintenance Manager, Site Safety & Health Officer, and Quality Control Manager, are required, along with relevant certifications and background checks for personnel with child contact.
