Scope of Work
The contractor shall provide all personnel, labor, equipment, tools, vehicles, materials, and supervision for a comprehensive Facilities Operations and Maintenance Program (FOMP). Key services include:
- Facility Maintenance: Routine and non-routine maintenance for civil, structural, mechanical, electrical, plumbing, sanitary, controls, and fuels systems. This includes minor repairs (up to $5,000 in material costs covered by FFP) and non-routine work requests for larger repairs requiring government approval. HVAC duct cleaning is a routine FFP service.
- Grounds Maintenance: Services for grounds, sports fields (natural grass and artificial turf), and playgrounds, including mowing, fertilization, weed control, tree maintenance, and storm clean-up.
- Asset Management: Development and maintenance of a Preventive Maintenance Plan (PMP) and utilization of the Asset Essentials Work Order System (WOS) for tracking and processing work orders.
- Compliance: Adherence to National Fire Protection Association (NFPA) standards, EM 385-1-1, OSHA, and all applicable codes and regulations.
- Personnel: Provision of qualified personnel, including a Program Manager, Contract Maintenance Manager, Site Safety & Health Officer, and Quality Control Manager.
- Special Requirements: Compliance with environmental regulations, hazardous material management, security procedures (background checks for child contact), and a 30-day transition-in/out period.
Contract Details
- Contract Type: Firm Fixed Price (FFP) / Time and Materials (T&M) Indefinite Delivery/Indefinite Quantity (IDIQ).
- Period of Performance: Base year (August 1, 2026 - July 31, 2027) with multiple option periods extending through July 31, 2031.
- Minimum Guarantee: $50,000 in orders during the base year.
- Maximum Cumulative Amount: $16,500,000 aggregate for specific CLINs over the entire ordering period.

Evaluation Factors
Award will be based on a tradeoff process considering three factors: Prior Experience (Factor I), Past Performance (Factor II), and Price (Factor III). Factors I and II are of equal importance and collectively more important than Factor III. The Government may award to other than the lowest-priced offeror if advantages in Factors I or II justify a price premium. Offerors must submit up to three recent (within 3 years) and relevant past performance references, detailing scope, magnitude, and complexity.
