• Testing Scope: The government has previously conducted limited, small-scale testing. This requirement is a larger, consolidated effort. Estimated quantities are for pricing and evaluation only and do not guarantee a minimum. GLS anticipates testing approximately 65-85 employees for audiometric evaluations and 45-65 for respirator fit testing.
• Testing Schedule: Testing will be conducted over a two-day period (Tuesday and Wednesday) with afternoon and evening hours (1:00 PM - 8:00 PM). All testing must be completed within 30 calendar days of contract award. Exact dates will be coordinated with the contractor.
• Respirator Fit Testing: All employees will receive qualitative fit testing. Those who fail will receive quantitative fit testing. Approximately 10 employees are expected to require quantitative testing. Respirator models include N95, Half-Face, and full face (e.g., 3M 7800-Full, 3M 7700-half, 3M N95). Employees may use both half and full face respirators. Some employees use PAPRs.
• Contractor Responsibilities: The contractor is responsible for providing a mobile testing unit (trailer), facilitating medical clearances (OSHA 29 CFR 1910.134), and providing a roster for testing records. The facility can accommodate a mobile unit but cannot provide a designated room for audiometric testing.
• Pricing: Offerors should base proposals on estimated quantities. The vendor will be compensated for the actual number of employees serviced. Any licensure is acceptable.

Statement of Work (SOW)

To provide annual occupational hearing assessments and on-site respirator fit testing for employees working in designated high-noise environments, ensuring compliance with OSHA regulations and supporting employee health and safety.

• Conduct audiometric testing for at least 75 employees.

• Perform qualitative (QLFT) and quantitative (QNFT) respirator fit testing for at least 50 employees.

• Services to be performed on-site at a GLS-designated facility, potentially using a mobile clinical unit.

• Contractor to furnish all necessary personnel, equipment, materials, and expertise.

Statement of Work (SOW)

To provide annual occupational hearing assessments and on-site respirator fit testing for employees of the Great Lakes St. Lawrence Seaway Development Corporation (GLS) to ensure compliance with OSHA standards and support employee health and safety.

• Conduct on-site audiometric testing for approximately 75 or more employees.

• Conduct on-site respirator fit testing (qualitative and quantitative methods) for approximately 50 or more employees.

• Provide all necessary personnel, equipment, materials, and expertise.

• Hearing testing requires qualified personnel, OSHA/ANSI compliant equipment, immediate test result provision, and recommendations for follow-up.

• Respirator fit testing requires trained personnel, OSHA-approved protocols and instruments, and adherence to regulatory requirements.

• All services must be performed professionally, efficiently, and with minimal disruption.

• Testing is scheduled for March 18, 2026, or another pre-coordinated date.
