Scope of Work

Contract Details
This will be a firm-fixed price purchase order/contract. Value Added Tax (VAT) is not applicable due to the U.S. Embassy's tax exemption. Payment terms are a 30-day credit term. Delivery is to the U.S. Embassy Bangkok, Receiving Office, 33 Rajdamri Road, Lumpini, Pathumwan, Bangkok 10330, during specified hours (Monday-Thursday, 07:00-11:00 and 13:00-15:00, excluding Thai and American holidays).
Submission & Evaluation
Quotations must be submitted electronically to Pinlaorp@state.gov. The subject line should be "Quotation Enclosed - RFQ#19TH2026Q0030 - One right hand-drive official vehicle." Submissions must be in English, using MS-Word 2007/2010, MS-Excel 2007/2010, or Adobe Acrobat (pdf) format. File size must not exceed 30MB per email; larger submissions require multiple emails. Required submission items include SF-1449, Section 1 (Pricing), additional information as required in Section 3, and proof of SAM Registration. Award will be made to the lowest-priced, technically acceptable, responsible quoter, considering price, technical acceptability, and compliance with RFQ terms. Quoter responsibility will be analyzed based on FAR 9.1 requirements.
Eligibility & Set-Aside
This acquisition is UNRESTRICTED. Offerors must be registered in the System for Award Management (SAM) database prior to submission. Furthermore, offerors must operate an established business with a permanent address and telephone listing in THAILAND only. Proof of SAM registration, all licenses and permits required by local law in THAILAND, and a Letter of Authorized Dealer in Thailand and Authorized or Certification for Repairing/Service for the vehicle are mandatory.
