Solicitation / RFP / RFQ

This Request for Quotations (RFQ) seeks offers for one right-hand drive official passenger van for the DEA Office in Thailand. The U.S. government intends to award a contract/purchase order to the responsible company submitting the lowest-priced, technically acceptable offer.

• One right-hand drive passenger van.

• Minimum seating for 7 people, including the driver.

• Supports Diesel fuel.

• Specific features include: electrically operated side doors, push-button start, automatic air conditioning, blind spot monitoring, rear cross traffic alert, pre-collision safety system, lane departure assist/warning, nine position SRS airbags, 360-degree view camera, TPMS, Bluetooth/wireless Apple CarPlay, VIP or executive style rear seating, self-closing rear trunk, LED automatic headlamps, electric driver's seat adjustment, dynamic cruise control.

• Preference for Toyota Majesty or similar.

• The vehicle must be delivered within 60 days after contract award.

• This is a "firm-fixed price" type of purchase order/contract.

• Value Added Tax (VAT) is not applicable due to the U.S. Embassy's tax exemption.

• Payment terms: 30-day credit term.

• Delivery is to U.S. Embassy Bangkok, Receiving Office, 33 Rajdamri Road, Lumpini, Pathumwan, Bangkok 10330.

• Delivery hours: Monday-Thursday, 07:00-11:00 and 13:00-15:00, excluding Thai and American holidays.

• Quotations are due by May 27, 2026, no later than 16:00 hours (Bangkok local time).

• Proposals must be in English.

• Submissions must be made electronically to Pinlaorp@state.gov.

• Accepted file formats: MS-Word 2007/2010, MS-Excel 2007/2010, or Adobe Acrobat (pdf).

• File size must not exceed 30MB per email; larger submissions may require multiple emails.

• Required submission items: SF-1449, Section 1 (Pricing), additional information as required in Section 3, and proof of SAM Registration.

• Award will be made to the lowest priced, acceptable, responsible quoter.

• Evaluation will consider price, technical acceptability, and compliance with RFQ terms.

• Quoter responsibility will be analyzed based on FAR 9.1 requirements.

• This acquisition is UNRESTRICTED.

• Offerors must be registered in the System for Award Management (SAM) database prior to submission.

• Offerors must operate an established business with a permanent address and telephone listing in THAILAND only.

• Offerors must submit proof of SAM registration.

• Offerors must submit all licenses and permits required by local law in THAILAND.

• Offerors must submit a Letter of Authorized Dealer in Thailand and Authorized or Certification for Repairing/Service for the vehicle.
