Statement of Work (SOW) / Performance Work Statement (PWS)

This draft Performance Work Statement (PWS) outlines the administrative support services required for the Office of Naval Research (ONR) Headquarters, Front Office (Code 01), and the Mission Support Directorate (Code 05).

The contractor will provide comprehensive technical, financial management, logistical, administrative, Human Capital, corporate strategic communication & coordination, and FOIA/records management support services. This includes program management, technical support, corporate communication, financial administration, and general support services. The scope also includes designating one support person as the onsite manager/supervisor to liaise with the Contracting Officer Representative (COR) and ONR management.

• Furnish qualified staff to deliver a range of support services.

• Personnel must be U.S. citizens with required experience and proficiency in commercial software (e.g., Microsoft Office).
• Personnel must possess and maintain the required level of security clearance.

Sources Sought / Request for Information

This announcement is a Sources Sought for the Office of Naval Research (ONR) to determine market capabilities for MSO Support Services. It is not a Request for Proposal (RFP) or Request for Quote (RFQ), and the government will not award a contract based on this notice. The purpose is to gather information for market research and acquisition planning.

• Period of Performance: Anticipated 60 months / 5 years

• Security Requirements: Some work will require a DD 254, and some positions will require personnel with a security clearance.
