Statement of Work (SOW) / Performance Work Statement (PWS)

To maintain the U.S. Fish and Wildlife Service (USFWS), Klamath Falls Fish and Wildlife Office (KFFWO) property to reflect the USFWS mission and provide a welcoming and safe atmosphere for staff and visitors through recurring snow removal, ice removal, and annual parking lot grading services.

• Service Areas: Main Office Building, Annex Building, and Auto Yard.

• Snow & Ice Removal: Required when snow depth exceeds 3 inches in Main Office/Annex Building access areas and 5 inches in the Auto Yard vehicle storage area. Service is needed within 5 hours of a weather event or upon request, approximately November-March.

• Auto Yard Gravel Grading: Includes surface leveling, eliminating ruts, potholes, and dips in the gravel parking area to maintain safe walking/driving conditions and proper drainage. This is performed as needed and requested by KFFWO, but no more than once a year.

• Plowing & Treating: Parking areas in the Main Office Grounds and Auto Yard to ensure vehicle access, safe driving, parking availability, and safe pedestrian movement. Snow removal from vehicles is not required.

• Snow Placement: Snow will be placed in designated areas away from traffic, dumpsters, and parking lots to prevent melting and ice buildup.

• Emergency Services: May be scheduled and provided in addition to regular services, requiring immediate action to correct or prevent damage to Government Property or hazards to personnel/equipment.

• Service Schedule: Snow & Ice Removal within 5 hours of snow event; Auto Yard Grading as requested, no more than once a year.

• Acceptance Criteria: Ensure contractor meets time schedules and complies with the performance work statement in a safe and productive manner.

• Performance Indicators: KFFWO reserves the right to inspect performance, with a 95 percent inspection and validated customer complaints. Deficiencies must be corrected within 24 hours at no additional cost. Contract payment may be reduced for non-compliance.

• Location: Klamath Falls Fish and Wildlife Office, 1936 California Avenue, Klamath Falls, OR 97601.

• Performance Period: Five years from date of award (4 option years).

• Contractor Qualifications: Must have experience in commercial snow removal and grading gravel, heavy equipment operation, and hold necessary state and local licenses.

• Access & Security: Contractor personnel require background checks for non-duty hours. A gate code and key will be provided. Unauthorized individuals may not accompany the contractor.

• Government-Furnished Items: The government will not supply equipment or supplies. The government will supply gate codes and keys to cleared personnel.

• Quality Control: Contractor must maintain a complete quality-control program, including inspection records and a current employee listing.

• Environmental Requirements: Compliance with all applicable local, national, and Federal environmental laws, policies, and regulations. Personnel must be appropriately trained for handling hazardous materials and reporting accidents.
