- Technical Approach (most important, including Azure Migration Approach).
- Past Performance.
- Price. Technical Approach and Past Performance combined are significantly more important than Price.
Special Responsibility Standard
Offerors other than UNOS must demonstrate they have the necessary permissions and access to UNOS proprietary systems to commence work immediately upon award. Proof of an agreement with UNOS for such access is required. Failure to provide this proof will result in a finding of non-responsibility and exclusion from further evaluation.
Submission Requirements
Proposals must be sent via email to Stephanie Petrone (spetrone@hrsa.gov). The solicitation incorporates provisions and clauses by reference, including FAR 52.209-7 (Information Regarding Responsibility Matters).
