Quick Summary

The Health Resources and Services Administration (HRSA) is issuing a combined synopsis/solicitation for the Organ Procurement Transplantation Network (OPTN) Information Technology (IT) System Cloud Migration. This is a Sole Source Firm Fixed Price Contract intended for United Network For Organ Sharing (UNOS), citing FAR 6.103-1 due to UNOS's unique access, technical expertise, and operational authority over the current system. Proposals are due February 20, 2026, at 9 AM EST.

Scope of Work

This effort requires migrating the OPTN IT system from its existing private on-premises Nutanix Hyper-Converged Infrastructure (HCI) to a modern, secure, scalable, and resilient cloud-based IT environment. Key services include:

  • Comprehensive assessment of the current environment.
  • Design of a target architecture compliant with federal security and reliability standards.
  • Execution of a phased migration plan.
  • System stabilization, documentation, and post-migration support to ensure federal cybersecurity and operational continuity requirements are met.

Contract Details

  • Contract Type: Firm Fixed Price, Sole Source
  • Solicitation Number: 75R60226Q00006
  • NAICS Code: 541511 Custom Computer Programming Services
  • Set-Aside: Not set-aside for small business concerns
  • Period of Performance: 16 months, performed offsite at the Contractor's facility.
  • Anticipated Award: Late February 2026

Special Responsibility Standard

For offerors other than UNOS, a critical requirement is to have necessary permissions and access to UNOS proprietary systems to commence work immediately upon award. Offerors must make their own arrangements with UNOS and furnish proof of such an agreement. Failure to provide this proof will result in a finding of non-responsibility. The government will not facilitate the acquisition of required permissions or access.

Evaluation

Award will be made on a Best Value - Tradeoff basis. Evaluation factors, in descending order of importance, are:

  1. Technical Approach (most important, including Azure Migration Approach)
  2. Past Performance
  3. Price Factors 1 and 2 combined are significantly more important than Factor 3.

Submission Information

Proposals must be received by 9 AM EST on February 20, 2026. Submissions should be sent via email to the Contracting Officer, Stephanie Petrone (spetrone@hrsa.gov).
