This is a combined synopsis/solicitation for the "Outlet Works Sump Pump Replacement" for the Bureau of Reclamation, Hoover Dam. The government is procuring one (1) Peerless 12MB single stage pump with a set of spare parts.

• Procurement of one (1) Peerless 12MB single stage pump and associated maintenance spare parts.

• Offerors must submit supporting documentation with their quotation to demonstrate their proposed quote meets the Statement of Work (SOW).

• The SOW provides detailed specifications and is attached to the RFQ.

• Award is estimated to be around February 2026.

• All items are to be delivered by October 2026.

• The contract type will be a fixed-price purchase order.

• Quotes must be submitted electronically via email to bwilliamson@usbr.gov.

• The deadline for submitting quotes is February 11, 2026, 10:00 A.M. MDT.

• All questions must be submitted via email to bwilliamson@usbr.gov no later than January 28, 2026, 4:00 P.M. MDT.

• Award will be based on the lowest-priced quote from a responsive vendor.

• Offerors must submit Standard Form (SF) 18, Request for Quotation, with pricing on the SF-18.

• Offerors must provide their Unique Entity Identifier (UEI) and Contractor E-mail Address.

• Offerors must provide documentation that their quoted product meets or exceeds SOW requirements and a confirmation statement that the quoted firm-fixed price includes F.O.B. Destination shipping.

• Offerors must complete and submit FAR provision 52.212-3, Offeror Representations and Certifications.

• This requirement is a total small business set-aside.

• The North American Industry Classification System (NAICS) Code is 333914 (Measuring, Dispensing, and Other Pumping Equipment Manufacturing).

• The small business size standard is 750 employees.

• Offerors will be verified against this NAICS to determine their small business size standard; those not considered small businesses under this NAICS will not be eligible for award.

• This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for the supply of a replacement sump pump for the Hoover Dam Outlet Works, specifically for the lower Arizona outlet works sump which requires replacement.

• Supply one (1) sump pump assembly that is interchangeable with the currently installed pump (Peerless Pump S/N 239112).
• Supply one (1) set of spare parts for all wear items, including impellers, wear rings, seals, and bearings (pump and motor).
• Supply one (1) pump nameplate and one (1) motor nameplate with specified information.

Pump Assembly Characteristics:

• 12MB Single stage vertical turbine pump assembly

• 230/460 V, 3 phase, 60 Hz, 20 HP, 1800 RPM, 256T frame, continuous duty motor, premium efficiency

• 8" discharge pipe

• Motor base/stand Pump Rated Performance:

• Flow: 1000 GPM (US)

• Head: 56 ft

• NPSH: 2'3" min available in sump

• Delivery: Within 10 months of contract award to the Hoover Dam central Warehouse.

Solicitation / RFP / RFQ

This is a Request for Quotation (RFQ) for the replacement of an outlet works sump pump and associated maintenance spare parts. The government is procuring these items to ensure the continued operation of the Hoover Dam Central Warehouse.

• Item 00010: Outlet Works Sump Pump Replacement. This is a brand name requirement for a Peerless Pumps, 12MB Single Stage Pump. The Product/Service Code is 4320 (Power and Hand Pumps).

• Item 00020: Maintenance Spare Parts for Power and Hand Pumps.

• The government will award a fixed-price purchase order.

• Delivery for both items is required by 08/31/2026.

• Quotations must be submitted to Bryan Williamson via email at BWILLIAMSON@USBR.GOV.

• The deadline for submitting quotations is 02/11/2026 at 1000 MS.

• Evaluation details are found in the "52.212-2 Evaluation Commercial Products and Commercial Services (NOV 2021)" provision.

• The award will be made to the responsible vendor whose quote is the lowest priced offer.

• The document indicates "IS NOT A SMALL BUSINESS SET-ASIDE."
