This document, "Attachment 1 - Terms and Conditions," outlines the contractual terms and conditions applicable to orders placed under solicitation 70Z03826QH0000016. It supersedes all other terms and conditions and requires acceptance of the order in accordance with FAR 12.201.

• Instructions to Offerors (52.212-1): Offers must be held firm for 120 calendar days from the receipt date.
• Evaluation (52.212-2): Includes a table specifying an ECM, RADOME with NSN 1560-01-517-3082, Part Number 200223763-10, manufactured by WARNER ROBINS AIR LOGISTICS CENTER.
• Contract Terms and Conditions (52.212-4) Addendum:
  • Shipping Address: USCG Aviation Logistics Center, Receiving Section, Bldg 63, 1664 Weeksville Road, Elizabeth City, NC 27909. Receiving hours are 6:00 AM - 3:30 PM.
  • F.O.B. Destination: Prices include all customs, duties, taxes, and shipping charges.
  • Inspection and Acceptance: Performed at destination by local USCG personnel.
  • Traceability: Full and clear traceability must be provided with each part.
  • Material Inspection and Receiving Report (MRR): A DD Form 250 or commercial shipping document is required with delivery, including NSN, Part Number, Serial Number, Quantity, and Contract/Order Number.
• Packing, Marking and Preservation: Must comply with ASTM-D3951-15 and commercial best practices.
• Quality Assurance: Applicable to orders for products touching USCG aircraft. Requires notification of non-conformities, potential counterfeit parts, or supply changes. A Quality Control Manual (QCM) may be requested.
• Warranty: Contractor's standard commercial warranty is sufficient.
• Required Documentation: Certificate of Airworthiness or Equivalent (FAA Form 8130-3/8130-4 or EASA 1 Form) may be required.
• Payment Instructions: Invoices to be submitted IAW FAR 52.212-4 to ALC-Fiscal@uscg.mil or the designated billing office. Payments made electronically IAW FAR 52.232-33. Invoices may be submitted five days after shipment but will not be approved until all items are receipted.
• FAR Clauses: Numerous FAR clauses are incorporated by reference, including those related to security prohibitions, trade agreements, and small business concerns.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for overhaul services for U.S. Coast Guard (USCG) Aviation Logistics Center (ALC) components, specifically supporting the HC-130J aircraft. The goal is to maintain an inventory of "Ready for Issue" (RFI) components to support depot-level maintenance and field units, thereby enhancing the USCG's operational readiness for its mandated missions.

• Overhaul services for specified components (identified by Part Numbers/National Stock Numbers) to return them to an RFI condition.

• Contractor shall supply all necessary parts, labor, and materials.

• Repair of failed components, including replacement of missing hardware, broken parts, and removal of foreign matter or corrosion.

• Work must be performed in accordance with applicable technical directives or alternate standards approved by USCG LRS Contracting Officer.

• Components must be returned in an airworthy condition and suitable for installation on the HC-130J aircraft.

• Incorporation of Service Bulletins (SB) or repairs for Unusual Damage will be priced separately.

• Components must meet or exceed technical directive specifications.

• Overhauled components must be certified as airworthy and ready for field-level installation.

• A Certificate of Conformance (COC) prepared IAW FAR 52.246-15 is required for each overhauled component.

• Replacement part certification documentation must be maintained for a minimum of twenty-four (24) months.

• Period of performance and required delivery dates will be provided in the order.

• Primary place of performance will be the Contractor's facilities or other USCG-approved location.

• Contractor must possess one of the following certifications: FAA Overhaul Facility, OEM Certified Overhaul Facility, OEM Certified Distributor, or DoD Certified Overhaul Facility.

• Specific documentation is required to demonstrate facility certifications.

• Contractor must notify USCG of any changes affecting certification status.

• Subcontractors must meet specific requirements.

• Environmental requirements for cleaning components to be free of hazardous dust.

• Procedures for handling Unusual Damage, Cannibalized Components, Beyond Economical Repair (BER), and Inspection/No Fault Found situations are detailed.
