This document provides responses to vendor questions regarding the solicitation for Learning Experience (LX) development.

• Remote Work: Performance is at the contractor's site.
• Content Creation Tools: All non-video instructional content must use Moodle Workplace's native tools or be deployed as SCORM.
• Contract Vehicle: The Government is soliciting on the open market under FAR 12/13 procedures, not utilizing GSA MAS contract vehicle/SIN 611430. This is a new requirement with no incumbent.
• Past Performance: There is no page limit for past performance volume, but the provided template must be used.
• Learning Experience Delivery: LXs may be delivered sequentially or concurrently, with approximately two to four LXs per month.
• Subject Matter Expert (SME) Involvement: SMEs will provide some content directly and review design documents within 5 business days. Vendors must use newer tools and generative AI for content gathering and development.
• Video Production: The Government will provide branding guidance. Vendors are responsible for scripting and video production, encouraged to use generative AI for efficiency.
• Accessibility Compliance: A consolidated accessibility conformance report for the overall effort is acceptable, provided it meets 508 standards for each deliverable.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial products or commercial services for the design and development of eight to ten learning experiences (LX) for the Department of the Interior (DOI) Office of Wildland Fire (OWF) Wildland Fire Workforce Development Program (FWDP). • Design and develop between eight to ten asynchronous LXs that measurably enhance identified competencies within the federal wildland fire workforce.

• LXs will include asynchronous interaction within the Moodle Workplace application.
