Scope of Work
The project requires the complete demolition of Building 149 and Building 150, including roof structures and exterior supporting walls. Key tasks include:
- Utility Management: Removal and safe termination of steam, electrical, and water utilities at their source. For Building 149, steam and condensate pipes are to be removed back to the valve and capped; for Building 150, existing piping is removed, and the valve is already capped.
- Hazardous Materials: Due to extensive structural failure, all materials within both buildings are to be considered hazardous. No prior hazardous material survey was conducted for safety reasons. The contractor is responsible for identifying material types for proper disposal.
- Site Logistics: Preservation of concrete floors, adjacent sidewalks, and tunnels. Temporary fencing (minimum 6 ft high) is required. The corridor connecting Buildings 305 and 409 will be closed during demolition. Sections of the parking lot can be used for equipment and dumpster staging, but the loading dock must remain accessible. Crane usage for equipment removal from Building 149 is acceptable but requires a plan.
- Environmental & Safety: Adherence to all federal, state, and local safety and environmental regulations (OSHA, EPA, NFPA). Development and submission of site-specific safety and utility shutdown plans, dust control, and noise mitigation measures. Contractor is responsible for relandscaping affected areas.
Contract Details
This is a Firm-Fixed-Price contract with an estimated magnitude of $150,000 - $200,000. The period of performance is 120 calendar days from the Notice to Proceed. A bid guarantee (20% of bid price, up to $3,000,000) is required, and performance/payment bonds will be necessary for awards over $30,000 and $150,000, respectively. The applicable wage determination is OH20260093.
Submission & Eligibility
Offers must be submitted via email by March 19, 2026, at 10 AM EDT. Only VA-certified SDVOSBs registered in SAM.gov at the time of bid submission and prior to award are eligible. Failure to acknowledge amendments may result in offer rejection. A completed VAAR 852.219-75 certificate of compliance for subcontracting limitations (general construction) must be included.
