This is a combined synopsis and solicitation (RFQ) for commercial services to provide packing, containerization, and local drayage of Department of Defense (DoD) personal property shipments. The services will be performed at Offutt AFB, Nebraska, under NAICS Code 488991 (Packing and Crating).

• Furnish all personnel, equipment, facilities, supplies, services, and materials (except government-furnished items) for packing, containerization, and local drayage of personal property.

• Services include preparation of personal property for shipment, drayage, and/or storage.

• Detailed scope of work is provided in Attachment 01 – Performance Work Statement.

• Contract type: Indefinite Delivery Indefinite Quantity (IDIQ).

• Period of Performance: Estimated to be from 01 April 2026 to 31 March 2031.

• Pricing Arrangement: Firm Fixed Price.

• Offerors must be registered in the System for Award Management (SAM).

• Quotes must include: Price Quotation, Technical Capability, and Fill-In Clauses/Provisions.

• Pricing must be submitted using Attachment 02 – IDIQ Price Schedule.

• Technical Capability requires a plan demonstrating how the vendor will meet PWS requirements.

• Quotes must be valid for 60 calendar days.

• Evaluation Basis: Lowest Price Technically Acceptable (LPTA).

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for packing, containerization, and local drayage of Direct Procurement Method (DPM) personal property shipments for Department of Defense (DoD) personnel at Offutt AFB, Nebraska.

The contractor shall provide all personnel, equipment, facilities, and materials necessary for the preparation of personal property for shipment, drayage, and/or storage through the DPM. This includes, but is not limited to:

• Premove surveys to determine property nature.
• Weighing of shipments using certified scales.
• Preparation, packing, loading, and containerization of property for domestic and international moves.
• Handling of shipments into and out of the contractor's facility.
• Drayage services for outbound and inbound shipments.
• Unpacking and placement of goods at the residence.
• Containerization of outbound Household Goods (HHG) and Unaccompanied Baggage (UB).
• Marking of exterior shipping containers.

This contract is effective from April 1, 2026, to March 31, 2031.

• All materials must be new or in sound condition.
• Compliance with various commercial standards (e.g., ASTM, SDDC Pamphlet 55-12) for containers and packing.
• Specific procedures for handling firearms, boats, and other items of unusual nature.
