Sources Sought Synopsis

This notice is a Sources Sought Synopsis only, issued for information and planning purposes. The U.S. Government is seeking information to determine if a set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) or Women-Owned Small Business (WOSB) is possible for the Recompete DPM Local Moves Contract at Fort Benning, Georgia. Responses will help determine the appropriate acquisition method.

• This is NOT a Request for Quote (RFQ), Invitation for Bid (IFB), or Request for Proposal (RFP).

• The Government is NOT seeking quotes, bids, or proposals at this time.

• Unsolicited proposals will not be accepted.

• The Government will not pay for any information or administrative costs incurred in response to this notice.

• Not responding does not preclude future participation if a solicitation is released.

• Potential offerors are responsible for monitoring the Government wide Point of Entry for future information.

• Format: Microsoft Word or Portable Document Format (PDF).

1. Firm details: Name, POC, phone, email, UEI, CAGE code, small business status (including type/certifications), and GSA Schedule number if applicable.
2. Interest in competing as a prime contractor, and any subcontracting, joint venture, or teaming arrangements.
3. Percentage of work to be performed by the prime contractor and similarly situated entity subcontractors.
4. Types/certifications of proposed subcontractors (SDVOSB or WOSB).
5. Detailed previous experience on similar requirements (size, scope, complexity, timeframe, government/commercial), and pertinent certifications.
6. Recommendations on how to structure contract requirements to facilitate small business competition.
7. Recommendations to improve the approach/specifications/draft PWS/PRS for acquiring the items/services.
8. Identification of any conditions or actions unnecessarily restricting competition, with rationale. Contact MICC Small Business Advocate Scott Kukes if concerns exist.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for packing, containerization, and local drayage of Department of Defense (DoD) personnel's personal property shipments using the Direct Procurement Method (DPM).

• Furnish all personnel, equipment, facilities, supplies, and materials for preparing personal property for shipment, drayage, and/or storage.

• Includes packing, containerization, drayage, and decontainerization services.

• Tasks include premove surveys, weighing of shipments (using certified scales or constructive weight), and adherence to specific time requirements for pickup and delivery.

• Preparation and packing must minimize cubic measurement and weight while protecting items from elements and theft.

• Specific procedures for handling various items such as firearms, boats, and customer-packed items are detailed.

• Containerization of household goods (HHG) and unaccompanied baggage (UB) will be performed at the residence unless otherwise authorized.

• Requirements for tagging, inventorying, and packing lists are specified.

• Procedures for handling Non-Temporary Storage (NTS) and outbound documentation are included.

• No more than 3% of total shipments incorrectly packed/loaded/containerized per month.

• No more than 5% of total shipments with validated customer complaints for untimely pickup/delivery per month.

• 98% on-time return of completed, accurate, legible documentation to PPSO per month.

• 96% on-time pickup of documentation from PPSO per month.

• 98% error-free invoice submission rate per month.

• Less than 3 violations per quarter for inadequate facilities or unserviceable equipment.

• No more than 2% of total Government-Owned Containers (GOCs) improperly protected per quarter; less than 2 failures per month to recoup GOCs within the specified timeframe.

• Contract period: January 1st to December 31st, inclusive.

• Services to be performed within the contractor's facility and at the customer's residence or designated locations.

• Contractor must maintain adequate insurance (Workmen's Compensation, Comprehensive General Liability, Automobile Liability, and Cargo Insurance).

• Contractor's facility will be inspected and approved.

• Personnel must be available to communicate in English.

• Compliance with specific commercial standards (e.g., ASTM, SDDC) for containers and materials is required.

• Government-furnished property (e.g., containers, forms) will be utilized when available.
